The National Assembly has threatened to
override the President Muhamadu Buhari
at the end of 30 days if he fails to accent
to the 2016 Appropriation bill which was
passed by the legislature.
The member representing Afikpo North/
South constituency in the Federal House
of Representatives, Idu Igariwey stated
this yesterday.
The Lawmaker who chided those blaming
the National Assembly for making
changes to the bill said the lawmakers
should not be crucified for doing there
constitutional duties.
He said, “Truth of the matter is that the
budget came with a lot of difficulties. The
budget came almost like a stillborn baby
and so it needed the legislators to put life
to it. Either because it came in a hurry,
was hurriedly conceived and poorly
digested before it came to us. Maybe
those were the reasons. But at the end of
the day, the NASS had to do due diligence
to the budget by looking at the various
figures and the various areas of allocation
of resources”.
“For instance, let us look at the budget
for the Works Ministry. If you saw the
analysis that was made, you will discover
that most parts of the budget were
supposed to go to one part of the
country. A state like Ebonyi had nothing
to do with that budget as it concerns
federal roads! And this is a budget that
ran into over # 300 billion, I think the
only thing that came to Ebonyi state was
only # 28 million out of that whooping
amount which was maybe to provide
shoulder for the Abakaliki-Enugu Road
already being completed”.
“And we are only talking about 36 states
in this country and so how can you assign
#28million out of #300 billion to Ebonyi?
And this also happened in other states of
the south East. And we as legislators from
the East you don’t expect us not to kick
against such unequal distribution of our
common wealth. So, it was now our duty
to ensure that this budget did not go back
the way it was conceived by the Minister
for Works. We now made sure that some
of the items also went to the South East
by way of roads”.
“And that is what the constitution
empowers us to do. That is why the
constitution gave us the power of
appropriation and that is why the
document comes to us. There is no
legislature in this world where the budget
proposal goes to the legislatives and it
goes back the same”.
“Then why did you even bring it to the
legislature? If there is no need for us to
make inputs into it, then the constitution
should have conceived a system where
the executive will formulate, appropriate,
implement and maybe also oversight”.
The lawmaker while recognizing the right
of the President to withhold accent noted
that the National Assembly also has the
right to override him and pass the budget
into law”.
“The constitution clearly has made
previsions for Mr. President to withdraw
his assent as regards any bill, not just the
money bill, but the same constitution has
given us power within 30 days to override
him”.
“These things were all contemplated by
the constitution. So, if Mr. President is
withholding his assent, then it is still
within his constitutional powers. But he
should also expect us as expected by the
constitution to also exercise our rights as
also provided for by the constitution
which is to override his withholding of his
assent and when we do, that budget
which is the money bill will become law.
It’s as simple as he withholds his assent,
then we override him”.

There we go! Now we know why zombies want the budget to be endorsed as submitted by Mr President..... No allocations to states like Ebonyi in the FMoW...Wicked...Yet Fashola allocated over 50 billion to the Lagos Ibadan expressway and their fraudulent foot soldiers have being crying more than the Syrians about how 24 billion was slashed!!! This is a personal opinion of a member who belongs to a minority party in the house.I challenge the hon member to show us(Nigerians) a copy of all the federal budgets since 1999,for us to confirm if anyone has had road projects in all the 36 states of the federation. 3 Likes 1 Share |

While the PDP senator from Ebonyi claims that only very little was appropriated to his state, he is ironically endorsing the motion to redirect the funds allocated to other southern states to the north. And someone means to tell me that some of these guys (including their supporters) haven't gone mad?.... chudionu58:Cutting your nose to spite your face?.... or can someone please tell me that this Ebonyi man moved some more funds to projects in his states and not to the north? 6 Likes 3 Shares |

It's a pity that there is logjam in the passage of the bill. I want to believe both parties have good intentions but seems to me however, the politicians are bringing in sectionalism and favouritism into the budget. I thought it was after 60 days not 30 days. I am believing that the president will sign the budget in May before Democracy Day. |

So the 95% vs 5% was actually smuggled into the padded budget. Thank Allah for the eagle eyed legislators and the boldness they've shown in correcting such abnormality. Every attempt by the executive to pit the masses on collision course with the legislature is already DOA! 4 Likes |

Almajiri1:From what has been read and digested so far on the entire issue, it is clear that funds for major projects in the south were cut in favour of projects in the north. I have no idea what this Afikpo PDP man is saying. It is on record that the Lagos-Calabar rail was cancelled and billions meant for it were diverted to the north. Similarly, billions were cut from the 2nd Niger bridge project, the Lagos Ibadan road project, the Benin-Sagamu project and many other projects in southern Nigeria and the funds were all diverted to vague projects in the north. For the fact that we have humans from the south supporting this (probably cos they think life starts and end with opposing Buhari), then it is sad. It's obviously because of this sort of reasoning that Einstein made the statement below: A very strong case of 'Iberiberism' is what we have here. 2 Likes 1 Share |

The NASS should go ahead and do that. The foolishness and immaturity being displayed by the Executive should not be tolerated. Just sign the budget, and later add into the supplementary budget, what was left out. 1 Like |

Babacele:Buhari sold out by being a party to that national embarrassment of a padded budget and even made shameful attempts to smuggle it into law. Rd Reduced by N24bn Second Niger Bridge Slashed by N3.9 bn Odukpani-Itu-I/Ekpene Rd Reduced by N4.3bn Benin-Sagamu Rd Reduced by N800m Itakpe-Warri Signalling Cut by N302.9m Calabar-Ikom-Obudu Rail N267m Funds for the following projects serving the SW, SS and SE were cut-off from the budget and added to some vague projects in the north. Meanwhile one Rep from Afikpo supports and defends this move passionately and tells us it is because very little was budgeted for his state. Can someone please tell us how many new projects were eventually budgeted for in the new budget for Ebonyi state (or for anywhere else in the south)?.... Can someone please tell me these southern Reps are not playing politics of stupidity because they think life starts and ends with fighting Buhari? @Almajiri1, kindly tell us the extra projects which were proposed for the SE or SS or SW in the new budget which makes you support this brazen madness?.... If you can't tell me the commensurate projects benefiting southern Nigeria which were included in the NASS' upgraded budget, then it is obvious Einstein truly knew what he was talking about. |
