President Muhammadu Buhari has returned the controversy-ridden 2016 budget to the National Assembly, pointing out areas of concern in the document and demanding adjustment.

The spokesperson of the House of Representatives, Abdurazaq Namdas, (APC-Adamawa State) confirmed this to journalists on Thursday.

“I can confirm to you that we are in possession of the letter from the president identifying grey areas,” Mr. Namdas said.

He said the leadership of the House and that of the Senate as well as their respective relevant committees would meet on the development.

He, however, refused to mention the “grey areas” saying they would be made known to Nigerians in “due course”.

The National Assembly passed the budget on March 2 and later transmitted it to Mr. Buhari for assent.
Apparently with the omission of certain projects and addition of others not proposed by the Executive, Mr. Buhari has since withheld his assent.
One of such projects is the Lagos-Calabar rail project counted as a critical infrastrucural focus of the administration.

It was not captured in the original budget but was brought as a supplementary proposal of the Transport Ministry by its Minister, Rotimi Amaechi, and was approved, Chairman Senate Committee on Land Transport, Gbenga Ashafa, said.

However, the Appropriations Committees of the Senate and House of Representatives respectively chaired by Danjuma Goje and Abdulmumin Jibrin, removed the project from the final draft, saying Mr. Amaechi lacked the powers to make budgetary proposal.

Last week, while the Senate said Mr. Buhari should sign the budget and, later, send a supplementary proposal to capture the Lagos-Calabar rail project, the House said it had resolved to receive the budget to capture the project before assent.

Just as the NASS can not just approve the original Budget d way Buhari sent it to them, So also is d right of the president to review what NASS sent to him.

Yes d delay might prolong d current pain, but it is d right thing to do.

Everytin about this Budget has proven Buhari is a man of integrity with uncommon courage. This is d first true Budget in d last 16 years. For the first time, many Nigerians have a reasonable idea of the content of the Budget in detail. Before now, money will change hand with Ghana must go, and d budget will be pass.
B4 now , NASS was a secret cult. But today because of Buhari unwillingness to share money, NASS has become open.

Its a new dawn in Nigeria and we have a president that insists what is worth doing is worth doing well.

The budget is a blueprint of government's plan for the people and a serious government with a an intention to truly implement the letters of the budget wouldn't handle the document with any degree of levity.

With all the knocks the government has received so far over some of her policies, this budget is an opportunity for her to prove sceptics wrong and restore the people's faith in Baba's ability to right the wrongs of years past.

Should this miss its mark, all the blames would be put squarely on Baba's table and neither Saraki nor any lawmaker for that matter would share any part of it.

We must insist on getting the best out of the budget.

I still maintain that incompetence, greed and corruption are the hallmarks of this administration. Getting things right ought to have started from picking his team early particularly for crucial areas. I certainly expected a complete departure from previous budgetary provisions and allocations which will reflect the reality of the current economic situation. Instead recurrent expenditure is increased even more eg Aso rock feeding expenses, state house hospital, VPs books and so on.

These already point at havin the same only worse this time than before. How can there be such low oil prices but the cost of useless frivolities were increased? If the extra 2 trillion added to give us a 6 trillion plus budget was strictly on justifiable capital projects I'd have been happier than seeing that recurrent expenditures were actually increased and are over bloated. To think we're actually borrowing more than half of the money needed to fund waste, incompetence, more theft and frivolities!
Certainly doesn't look like a team including a president that supposedly believes that what is worth doing is worth doing well.

The reason/advantage for a ruling party to have majority members in the Legislature is to ensure fairly good synergy between the Executive and Legislature without one being in the pocket of the other. The inability of the APC to get its act together despite being the ruling party and in the majority only shows their hollow ideology and ineptitude. This budget is a clear marker of this.

The greed and pure lack of character is clearly displayed by both the Executive and Legislature and there's no denying it. Mr President cannot work alone and must learn to set up and operate a crack team with efficient team players. That individualistic streak like he's the most pure and incorruptible will be his undoing. He can no longer be a lone wolf, he has to run with the pack while retaining his distinctive alpha male status.

The problem comes from having faith in 'Baba' as a person, it will fail because he cannot singlehandedly achieve anything. He needs a team that understands and believes in whatever dream he may have which must translate to a better Nigeria. As it stands, APC is a bed of strange bed fellows with contrived camaraderie...that is why this budget marks his failure already.

No doubt we now have a president who from onset know the right thing and really want to do the right thing for the betterment of this Nation. Like I often say, NASS is our major problem in this nation. The executive said they will be able to finanace the lagos-calabar railway project but you guys are making it difficult as if is your money. No more padding, let build a nation we can trust. Nigeria must survive.

That is the president I voted for! A man of strong will. Not pushed over. Setting a good precedence for others to follow. The days of National assembly calling the shot at the detriment of Nigerians is over. They are now looking for how to redeemed their image before the people.

how can u write a national budget and it embarrassingly disappears and later resurfaced again, with additions and subtraction; yet you want him to sign it? what are the grey areas and why tell us in due course? why not now?

Senate brought summary of his own budget for him to sign but PMB is requesting for the break down to confirm what he wrote but senate is refusing, saying that it is after two week of signing that the breakdown is released. isn't that fraudulent? they claim that is how they have been doing it and clearly shows how they have been eating our money.

if buhari is dull he wud sign it by now becos signing what you do not know it's content is like signing ur death warrant. so you mean uncle Goodluck has been signing fake budget all along?

haba......the only dullard here is uncle Goodluck who proved a graduate for mouth and anyone else who think Buhari is not a wise man. No wonder they diverted arms fund and he claimed not to be aware after signing budgets with a blindfold on.

you dey except change over night after country don spoil go far and also you have sabotage working against you. Fashola has proven in Lagos that he is competent for his job but evil people dey frustrate their effort.

FG has occasionally released 1,200 trucks of PMS per day but where e dey enter? sabotage!

Things May not be perfect yet because no change can occur without crisis, being that you have to fight and bite off hands of saboteurs; however, I have seen enuf reason to trust PMB that he meant well.

The Buhari people don't know is, when it comes to national matters, consider him obstinate and extremely resolute. He is a real soldier, a fighter.

We shall see how the upper chamber will be ridiculed.

Senate has power only when it gets the general populace behind it. But now, the reverse is the case. Senate without power is no match for Executive.
