I didn't even know he could pay this early and he's been paying late. What we have is a government not willing to do things right till it becomes a problem. Most civil servants are excited about early salary because they don't do any work to earn it. When you work hard and you get paid, you do not thank anyone...the salary is the reward for your work. Go to the Federal Secretariat... if they aren't eating guguru and groundnut at their table, they are making noise. There is rarely power in the building so what work do they do! I worked as a consultant in a government agency and all the civil servants talked about were our fees. If they could do the work, they wouldn't need us...but they cannot yet they want big pay.
