Westminster serves as both the UK's and England's legislative body. England doesn't have its own separate national legislative body. It's just like how the NASS makes laws for both Nigeria and the FCT.

The uk saw it best to break themselves into four independent parts in other to cohabit and progress , and in Nigeria they saw it better to keep us together so that we will live in perpetual malice and infighting among our selves . God is watching .
they did not BREAK themselves indeed the different parts United and came together one way or another

Just like state governments or local governments in Nigeria? Powers to make laws does not equal independence but rather the scope and scale of those powers.

Yes. They are both autonomous and independent.

You really are not making much sense .The power to make laws does not equate independence. Local government areas too have power to make some laws. The correct terminology is they have devolved powers . Autonomy again needs definition.
The level of devolution to Scotland is a lot more than to Wales but does not equal what one finds in many Federal systems .

With regard to autonomy if you do are dependent on the centre for money and have very limited tax raising powers then you are not autonomous. Again Wales very much less than Scotland.
