The issue here is 2011 senate rule was never amended, hence that should have been used in 2015. The senate rule can not even be amended until there is a sitting Senate President. Since David Mark never amended the rules before hia exit in 2015, there is nothing like 2015 standing rules as amended. Read process of amending standing rules below.
