Constitutionally, the operation, allocations and maintenance of all Lands are vested in the State Governments. So the allocation of 1000 sq kilometres of State Lands to individuals freely or not, does not lie in the Powers of the FG. With these viewpoints, Drilling activities should be reviewed, investigated, reappraised, revalued and reoperated as follows: 1, From the Oil Drillers Annual Reports, we should value 1000 sq kilometres of our lands on a 40 year purchase of their Annual Profits. The 40 years is ascertained by adding 24 years of expected profitable drilling to 16 years from Year 2000 to 2016 of profitable/ drillings already enjoyed. 2,While the Lands remain constitutionally the Properties of the State Governments, the valuation ascertained as in number one above, will be the basis for charging and paying Rents and Rates to State Governments. 3, Until the Revenue Sharing, Sourcing and Applications are decentralized and autonomy returns to States, the Drilling Companies should pay Income Taxes to F.G. 4, Drilling Companies should pay Profits and Dividends Taxes and Personal and PAYE Taxes to States Governments. 5, Mr. President has publicly asked looters to refund and have Peace. So let's implement these problems free reforms immediately and watch all unscrupulous drilling Companies come forward to negotiate and compromise with , Buhari or commit "Harakiri" in due course.
