I know that Goodluck Ebele Jonathan was the one who laid the foundation and also started this project but could not finish it up. But it is normal thing in Nigeria for one government to start a project and for the next government to abandon the project, but since Buhari continued with it, I think both government have tried.
What I observed was that, atleast President Buhari should have Invited Goodluck Jonathan to the event because that would have gone a long way to gain respect from People. But PMB did not do that and it was commissioned as if PMB was the one that did it all.
Please I am not a fan of any Party but atleast if Buhari has done this, other Leaders would have learnt from it.

We know about it, no one is talking about who's money was used, the question is who should take glory for the project is it gej that initiated and completed 80percent of buhari that comlete the 20percent.

OP please correct yourself , it is publicly known fact the project began with OBJ and the fundation was laid by the Yar'adua government . All GEJ needed to do was ensure the funding agreement was kept which he did not even thou the money was evidently available given how much we now know was looted .

PMB had to settle the remaining amount of 14 billion when the supplementary bill was passed in late 2015.
