It's simply a land dispute, the Navy says the acquire the land from the state government, so whats tg the issue, the people should simply sue if they feel the state government did wrong or land was illegally acquired.

The armed forces become impotent, helpless and ineffective once some groups in the federation are not satisfied with the arrangements in the country.
It can take only a few members of an armed forces to sabotage and render a force of hundreds of thousands of people ineffective.

No country is held together by force for long.
