I think he just wanted money for his wife's treatment.

This might be a long shot but I also think his path might have crossed with Tommy a long time ago. Probably in Queens where Tommy and Ghost grew up.

It remains to be seen whether their paths crossed for good or bad but as it stands, we may not have seen the last of him.
