The Senate has commenced moves to make it mandatory for those seeking elective positions to participate in pre-election debates.

The moves by the Senate followed the presentation of a bill by Sen. Abdulfatai Buhari (APC- Oyo North) which was read for the second time.

The upper legislative chamber referred the bill to the Committee on Establishment and Public Service as well as Committee on INEC.

The bill is entitled: “Nigerian Political Debates Commission Bill, 2015.”

If the bill is passed, those seeking election as president, governor, lawmakers and other elective positions, including their running mates, would have to go through a debate which would be organised by a proposed commission.

Presenting the lead debate, Buhari said that the bill would give legislative backing to the establishment of a commission that would be charged with organising the debate.

“The bill, if considered and passed by this hallowed chamber, will strengthen our democracy and bring it in conformity with the practice in other renowned democracies of the world,” he said.

He said that the United States was a good example where debates were properly used to reach out to the electorate.

The senator said that political parties and aspirants were already accustomed to the debates which had now become mandatory since it began in 1960 between then Democratic nominee John Kennedy and his Republican rival, Richard Nixon.

He urged his colleagues to support the bill for passage.

“The debate is the de facto election process in the United States as results of elections are predicated on the candidates’ performance at the debates.

“An analogous experience of this crucial indispensability of electoral debate is the current presidential debate between Hillary Clinton of the Democratic Party and Donald Trump of the Republican Party.

As always, our lawmakers are not professional politicians and thus lack the vision to reflect critically on ideas beforw they introduce it into bills.

A mandate is compelling, when its not fulfilled then a penalty is incurred.

So what would be penalty if a candidate refuses to attend or participate in debate? Who will conduct the debates, what are the criterias of the penalty?

What an exciting development! Compulsory debates by political office aspirants will go a long way in informing the electorate on who to cast their votes for. We need this law.... @NGRsenate

Nice one from the Senate, unlike before when it is optional for some parties and persons.

Nice thinking.

Which means that Buhari has a single term agenda.

He won't be able to participate in this exercise due to age and other issues like submission of certificate before the debates.

Won't make any difference...people have their mind set on voting people based on money, religion and tribe. No amount of debate can change that in Nigeria

As a step towards making Nigerian politics about something more than godfatherism and "stomach infrastructure", this is a good step. However, where will moderators be found with the necessary insight, fairness and determination to prevent these debates from derailing? After all, the Clinton vs. Trump debates have hardly been paragons of meaningful discussion so far, even with all of the USA's far greater political maturity.

Debate mechanics aside, there is also the question of whether any debates will sway voters who have already made up their minds on the basis of ethnicity and religion. The problem with Nigerian politics is as much to do with the ignorance and bigotry of the great mass of the Nigerian population as with the greed and ineptitude of the politicians who wish to lead them - an unpleasant fact most Nairaland threads illustrate all too well. Just look at all of the nonsense being spewed on here recently about Tinubu as a leader of "the Yoruba race", as if there were some grand event at which more than 40 million Yoruba-speakers all assembled to crown the man Oduduwa's official successor; the incessant arguments about "the Igbos" or "the northerners" are just more in the same vein of ridiculous generalizations beloved by Nigerians.

My suspicion is that if any debates do take place, they will mostly consist of the two sides spouting conspiracy theories, attempting to blame entire ethnic groups for various governance failures, and other such nonsense, all in an effort at stirring up ethno-religious resentments. Political philosophies, economic proposals and governance records will likely play almost no role in either the discussions or in swaying the viewers watching the candidates go at it.

Good.

I support this lawmaker.

If a practice like this had been put in place a long time ago, we would have known if really Goodluck Jonathan has a Doctorate in Marine Spirit, or whatever P.hd he claims he has it in.

We would have also been able to confirm, if Fayose is not intellectually bankrupt.

This debate would have made us known them better.

This is a right step in the right direction but as someone has earlier pointed out let there be stiff penalty for non participation and let the commission to be formed to spearhead the debate be those of unquestionable past records

On the scheduled date for the debate the masses should be made participants and should be given opportunity to ask questions and making it televised for wider audience

Re: Senate To Make Election Debates Mandatory by CACAWA(m): 6:33am On Oct 13, 2016
For how many candidates?

Even in the USA, it is not compulsory, that's why only the two major parties are chosen.

Next you will hear is that one mushroom party goes to court to say his debate was rigged hence the election must be cancelled.

Why do we not reason in this country. Our problem is not lack of rules and regulations. Stop making this a policed state.

What we need to do is improve our values by providing adequate education and enlightenment, and providing encouraging incentives.
