It's embarrassing to spot grammatical errors in letters or documents signed by the President and other high ranking Govt. officials. What manner of staff are in our high places? What happened to proof-reading?

The English rule is that singular verbs are used with singular nouns and vice versa. In this case, 'calls' is a singular verb wrongly used with a plural noun 'celebrations'. The right construction should be 'call for celebrations'.

Who English don help? Is it our mother tongue? The most important thing is for the receiver to be able to decode the message sent by the encoder.

If you have chosen a language as an official means of communication, you will do well to follow the rules of that language, lest you make yourself a laughing stock.

English helps... that's why it is compulsorily taught at kindergarten, primary and secondary stages of education.
