Can you envisage US Congress taking such unthinkable step to mess with FBI, CIA, NSA? All security apparatus are independent of politics. Nigerian politicians are rouges. FBI investigations into breaking-in led to resignation of Richard Nixon. Nigerian politicians think all security apparatus should not touch them. Buhari can lock horn with the senate.
