Before signing the Bill into law, the Governor observed a minute silence in honour of the departed Member representing Warri South I Constituency in the Delta State House of Assembly, Hon. Mrs Omawumi Beatrice Udoh, who died yesterday at a United Kingdom hospital after a protracted ailment.
