Personnel of the Nigerian Army will migrate to the Integrated Personnel Payroll Information System (IPPIS) platform from the first quarter of 2017. The Minister of Finance, Mrs Kemi Adeosun, announced this in a keynote address at a one-day seminar organised by the army on the IPPIS in Abuja on Tuesday. Represented by an official of the ministry, Alhaji Mohammed Dikwa, Adeosun said that as at November 2016, 400 Ministries, Departments and Agencies (MDAs) had been captured into the system. She said that the system had a wide range of benefits and that its objectives included a centralised payment of salaries and allowances. The others, Adeosun said, were to ensure convenience and prompt payment of remuneration, aid manpower planning and budgeting and ascertain the actual emolument of Federal Government personnel at anytime in point. According to her, the concept of IPPIS was designed out of the desire of government to facilitate storage, updating and retrieval of personnel records of public servants in order to enhance administrative processing of manpower planning and budget. She identified some of the challenges of the system to include difficulty in cleaning of data maintained by IPPIS as well as possibility of fake and ghost workers being enrolled into it. The minister also said that incomplete personnel records and security of personnel record archive in the system were some of the other challenges. She, however, said that to address those challenges the system was being fortified, upgraded and secured. Adeosun also said that “all MDAs on IPPIS have been directed to provide quarterly certification of their payroll on the platform’’ as part of efforts to address the challenges. The chief of Army Staff, Lt.-Gen Tukur Buratai, who declared the seminar open, said that he had directed that immediate steps be taken to ensure the full migration of the Nigerian Army into the IPPIS. Buratai said that he did that in line with government directive. “The implementation of the IPPIS by the Nigerian army will present new challenges for the payment of troops’ salaries and allowances. “I, therefore, charge the finance corps to ensure that the nuances of the transition are well understood and its implementation seamless in order to continue to sustain the morale of the fighting troops “Seamless, regular and timely payment of salaries and allowances are essential ingredients for the sustenance of morale of the troops. “This is especially important toward the ongoing efforts to consolidate on the gains of the counter-insurgency operations in the North-Eastern part of Nigeria and indeed all other operations in the country. “Operation rescue final which is aimed at total eradication of the insurgents from our territory and rescue all persons still being held hostage is getting the much needed momentum in line with operational plans as directed,’’ the chief of army staff said.
