EFCC only handles cases from 750k minimum if I recall. He will have to get SFU or CPC involved.

A Nigerian guy named Daniel Onowugbeda has reached out to the Economic and Financial Crime Commission to help him arrest an alleged fake bitcoin seller who duped him.
According to Daniel, he wanted to buy Bitcoins, so he was introduced to these guys on Twitter @BuyBitcoinsNg. They asked him to pay 100,000 naira which he did. Only for them to block him.

Please according to the relevant sections of the law, the EFCC can not help you as the crime occured outside their legal jurisdiction. I suggest you report to TWITTER POLICE since the offence was committed on Twitter.

Bro. i sincerely doubt that. most accounts on diamond bank are opened without KYC info. Thats why scammers prefer to use it.
