Build infrastructure , institutions, create enabling environment that will make business to thrive, not unskilled short term labourers jobs.

The railway when/if completed, will enable much more than you listed above. And then again, a job is a job when you look at it from a broad view. If 500,000 unskilled people are employed fully for the next say 4-5 years, it would have a very good impact on the overall economy.

No mind them. create 500k job? when you have started kicking people out of business in Ibadan by breaking shops and offices in the name of widening road for the rail project. I am sure the acting President wants to tell us 500k plus will lose their biz/job.
