I am aware of Roosevelt's like for this proverb, but is it Nigerian?

I came across this proverb for the first time in the Britannica Encyclopedia in 1985. It was said to be a West African proverb that Theodore Roosevelt loved.

Then in 1989 or 1990, I read an article (I think it was in the Readers Digest, I'm not sure) that traced the origin of the proverb to an ethnic group in Nigeria. I can't remember the ethnic group at the moment.

I later read a similar article in a Nigerian newspaper in the early 1990s in which it was described as a Nigerian proverb.
