Once a visa has been approved or rejected, it is immediately updated in the USCSIS central database. And can only be replaced by another interview.

According to 214(B). The responsibility to issue visa lies solely with the consular officer.

There are no appeals for NON-IMMIGRATION VISA APPLICATIONS.

Last year a blocked a close friend from my whatsapp because of this sort of silly testimonies he keep broadcasting every sunday.
