Former President Olusegun Obasanjo threw away the Vision 2010 document prepared by the late General Sani Abacha regime because he didn't want to hear anything linked to the former Nigerian Head of State, National Planning minister Dr. Shamsuddeen Usman has said.
The minister said Vision 2010 -which he was part of - failed because it was not implemented, arguing that if it were, Nigeria would have been better off economically. Shamsuddeen was speaking in Abuja while presenting the Nigeria Vision 20:2020 which seeks to place Nigeria among the 20 most developed economies in the world 11 years time.
He said Obasanjo introduced the Vision 2020 in place of Abacha's Vision 2010 without any concrete effort to prepare the document.
Reacting to concerns raised by participating chief judges that the vision 2020 may end up an abandoned project as had happened to that of 2010, the minister said "Vision 2010 was thrown out of the window by President Obasanjo. As at the time he came on board he didn't want to hear anything Abacha. This is the reality. I think he realised later that we do need a longer term vision (planning) and to his credit, the vision 2020 was initiated."
He said with the consistency in policy being recorded in different facets of the country today as demonstrated with Yarádua through the continuation of the vision 2020 initiative, chances are that it will be carried to term, assuring that part of the effort being made is to convince the National Assembly to legislate the vision into law that will make it mandatory for successive administration not to derail from its implementation.

Is it because the vision had military back ground.

Who is talking about vision 2020 when we can't accounted for what we billion spend on 2010

That is what happens when people float schemes without a reliable plan to accomplish them. But sadly they are still happening with no end in mind:
