The problem is not those who create threads such as this -their criminality is clearly intended- the real concerns are those ignorant of constitutional law and then give threads such as this benefit of the doubt. The only thing probable is for a President who hates is VP to refuse, fail or neglect to handover. Many govs do this to their deputies. But once it is clear that the Chief Executive cannot perform the functions of his office ad interim , his deputy AUTOMATICALLY becomes the acting CEO.
