N-Power Volunteers Are Not Asking For Too Much By Kolade Gbolagade

Any strategy to reduce intergenerational poverty has to be centered on work not welfare-not only because work provides independence and income but also because work provides order, structure, dignity and opportunities for growth in people's lives" BARACK OBAMA.
Africa's most populous nation and largest economy has a youth unemployment challenge.
Nigerias unemployment rate as at second quarter of 2020 is 27.1% indicating that about 21.7 million Nigerians remain unemployed.
Nigeria’s unemployment and underemployment rate (28.6%) is a combined 55.7%.
This is contained in a recently released unemployment data report published by the National Bureau of Statistics.
Nigeria’s youth remain the hardest hit by unemployment with over 13.9 million people aged between 15 and 34 years unemployed.
When APC was campaigning for change ,one of the Cardinal point of their manifesto is economy: tackling poverty and unemployment among the youth population.
True to their words they initiated a social investment program (N-POWER) in tackling the tragedy called unemployment. Recruiting almost 500,000 unemployed graduates and non graduates.
These batches A and B of the SIP(N-POWER) served this country passionately at both Federal and State institutions: in classrooms, health care center's and our farmlands.
Their impact can never be overemphasized most especially in the education sector as they were able to close the gap to a large extent as state schools and Health centers are short staffed and permanent staff overwhelmed with the population of students and patient's respectively.
The Vice President and the inaugural officer In charge of Npower component of the President Muhammadu Buharis , National social investment program (NSIP) rolled up their sleeves to improve upon the success of the program. Thereby creating a transition program for the two batches who have almost served 4 years and 2 years respectively. Such that they can continue to add value to nation building through their hardwork, diligence and productive service that's felt across the length and breadth of the education sector , our health centre and farmlands.
These effort was short-lived not so long the NSIP was transferred into the new Ministry of Humanitarian Affairs, Disaster Management and Social Development headed by Sadiya Umar Faruq.
Her coming ushered a new era of stipend delays, stipend areas and disengagement of Volunteers without any clear cut transition program or policy.
She cut short the mandate of reducing unemployment. Her actions are a reversal to the success achieved in tackling poverty and youth unemployment and unrest. On # Youthmandate we stand.
We wish to remind Minister Sadiya that In the twilight of the first term of PMB's administration , Mr Afolabi told Volunteers that their PVCs is the guarantee to their permanency. The Honorable Minister believed in a kind of social Darwinism. Survival of the fittest. " Government can't do everything" , we were told , ' so it should settle for taking care of the strong and hope that economic ambition and charity will do the rest . Make the rich richer- and what falls from the table will be enough for the jobless youths and those who are trying desperately to work their way into employment.
What happens to partnership with state government and partnership with private corporations. What happens to releasing grants for entrepreneurs among the N-Power volunteers?
We unequivocally reject any transitional offer of loan as we are not going to mortgage our future for any government financial institution.
On # grant we stand.
Madam Minister, you are where you are today not because you are the best among your equals but by divine providence and opportunity by those who believed in you when you were crawling.
They gave you an opportunity to be able to give opportunity to millions whose fate is resting on your shoulder.
If you fail in this quest, history will never be kind to you.
We are not asking for too much. What we are asking of is a fair shot at opportunity that undeniably exists. To be able to add value of service, hardwork , diligence and to be able to earn a decent living with dignity.
It's also a way of inspiring our common ideals as a nation.
The conscience of this nation is on trial and we March that the arc of history bend towards opportunity , empathy and social justice.

As Sadiya Umar Farouq took to Twitter to once again talk about her achievement by establishing the National Commission For Persons With Disability, some N-Power volunteers were not happy with the Minister for humanitarian affairs, some volunteers even claimed to be owed up to 5 months stipend see tweet below..

Unpaid Stipends: OAGF & FMDMSD Express Regret to Genuine N-Power Volunteers

The attention of the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development have been drawn to the complaint of non-payment of some N-Power volunteers during the payment, with some alleging non-payment for upward of five months.
For the records, the Ministry wishes to state that it had always processed, approved and remit necessary information for payments to the Office of the Accountant–General of the Federation (OAGF) whose responsibility it is to credit the various accounts of the N-Power beneficiaries using the GIFMIS platform as directed by Federal Government of Nigeria.
However, after receiving a complaint of non-payment by some N-Power beneficiaries who did same through the ministry, the OAGF (GIFMIS) officially wrote informing the ministry that out of a total of Five Hundred and Sixteen Thousand, Six Hundred (516,600) N-Power beneficiaries data was sent to OAGF for migration in April 2020.
Only a total of Five Hundred and Two Thousand, Five Hundred and Eighty (502,580) data have successfully migrated to the GIFMIS platform, while a total of Fourteen Thousand and Twenty (14,020) N-Power beneficiaries were returned because the N-Power beneficiaries’ account details already exist in other MDAs, which is against the established rule of the N-Power Scheme.
The Honourable Minister, Sadiya Umar Farouq, regrets any inconvenience this might have caused genuine and eligible N-Power beneficiaries just as the OAGF is saddled with the responsibility of filtering out those denied is working assiduously to remedy the situation.

PAYMENT OF OUTSTANDING STIPENDS TO EXITED N-POWER BENEFICIARIES
The Ministry of Humanitarian Affairs, Disaster Management and Social Development Sadiya Umar Farouq has approved the payment of stipends to the exiting N-Power beneficiaries under one of its National Social Investment Programmes.
The Honourable Minister stated on Monday, 24th August 20 that approval has been given for the payment of the outstanding stipends for the exited N-Power Batches A and B beneficiaries. The approval for payments for up to the month of June, 2020 for the two (2) Batches has already been forwarded to the office of the Accountant General of the Federation (AGFs) for final checks and payments. The only outstanding approval waiting to be forwarded to Accountant-General’s Office is for the payment of July Stipends for batch B beneficiaries.
The Ministry however noted that about 14000 beneficiaries that were omitted by the AGF’s Office during the payment from March to June 2020 could be among those rejected by the GIPMIS payment platform due to discrepancies identified with their accounts as conveyed to the ministry by the AGF’s office. According to the report from the AGF’s office, any beneficiary receiving payment from other government payment platforms will be rejected by the Government Integrated Financial Management System (GIPMIS). Hence their payment will be withheld.
The FMHADMSD has requested for details of those affected and the reasons for their rejection from AGF’s Office and has promised to communicate that to the affected beneficiaries. However, if the rejection was done in error, those affected should be rest assured that they will be paid all that is due to them as soon as the error is rectified by the AGF’s office.
The Minister also explained that the Batches A & B N-Power beneficiaries knew from the beginning as they were informed that the programme is for 24 months.
Furthermore, the non dis-engagement of Batch A beneficiaries after 24 months was done out of exigencies of the time. Therefore, exiting Batches, A & B after 40 and 24 months respectively is in line with the conditions stipulated at the time of their enrolment. This is corroborated by the fact that when the N-Power programme was transferred to the ministry late last year, there was no plan for either automatic employment into public service or private sector or for transition to entrepreneurship put in place for them before the take over by the Ministry.
Despite this, the exited beneficiaries are advised to exercise more patience and await the result of the efforts being made by the Honorable Minister who is currently engaging various MDAs including the CBN and the Federal Ministry of Agriculture and Rural Development to ensure that the eligible exited beneficiaries are transited to government progammes or even employment where available.
In this regard, “we have directed Focal Persons of NSIPs in all the states to submit an updated list and details of the exited N-Power beneficiaries that are interested in participating in the transition plans of the ministry” the Honourable Minister stated.
While continuing, the Honourable Minister added that the incoming Batch C beneficiaries will clearly know the details of their terms of enrollment and exit at the time of entry into the programme to avoid what happened in the case of Batches A & B.
Furthermore, adequate plan will be made well ahead of their time of exiting the program to avoid what happened presently.
The Honourable Minister concluded that the candidates seeking enrollment into batch C will be scrutinized and selected on merit.
“The ministry will follow a transparent process for selecting the qualified beneficiaries out of the 5,000,000 (five million) who applied”.
The N-power programme is designed to assist young Nigerians between the ages of 18 to 35 to acquire and develop life-long skills for becoming change makers in their communities and players in the domestic and global markets and given a stipend of N30,000 monthly.

Year is 2017. As for been absolved into the Federal inland Revenue,that's not correct. They were sent to their States,to work under the states inland Revenue,just like other Npower beneficiaries.

FG Moves To Absorb N-Power Beneficiaries Into MDAs

Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Umar Farouq, says discussions are ongoing to ensure that exited and eligible N-Power beneficiaries are absorbed into government programmes.
Farouq in a statement on Thursday in Abuja by her Special Assistant on Media, Mrs Nneka Anibeze, said exited beneficiaries should exercise more patience and await the result of her efforts.
“We have directed Focal Persons of National Social Investment Programmes in the states to submit an updated list of the exited N-Power beneficiaries that are interested in participating in the transition plans of the ministry.
“Meanwhile, approval has been given for the payment of the outstanding stipends for the exited N-Power Batches A and B beneficiaries.
“The approval for payments for up to the month of June, 2020 for the two Batches has already been forwarded to the office of the Accountant General of the Federation (AGF) for final checks and payments.
“The only outstanding approval waiting to be forwarded to AGF’s Office is for the payment of July Stipends for batch B beneficiaries,” she said. The ministry said it had requested for the details of those affected and the reasons for their rejection from the AGFʼs office and promised to communicate that to the affected beneficiaries.

Following the instruction from the Ministry of Humanitarian Affairs and Social Disaster under the leadership of Honorable Minister Madam Sadiat Umar Farouq asking all N-Power beneficiaries who are interested participating in the transition plans of the ministry to submit names to the state Focal person.
We want to use this medium to inform all N-Power beneficiaries from the above state to remain calm as we are working out modalities with the state Focal Person to see how this exercise will run smoothly so that no N-Power volunteer who is interested will be left behind.
The State Focal person will communicate to us in due time and you will all be informed likewise.
For now, we employ everyone N-Power volunteer to remain calm until we get appropriate feedback from the focal person.

N-Power Volunteers Owed 5 Months Stipends In Error

Some of the N-Power volunteers who were owed 5-month stipends and in the payroll from March 2020 to date were never removed from the payroll.
It is, unfortunate, that some of your payment details were flagged by the paying platform and this made it impossible for you to receive your payment.
The payment flag reason is currently being investigated for resolution and N-Power is encouraging N-Power volunteers to exercise some patience for the outcome of the investigation.
The Ministry however noted that about 14000 N-Power beneficiaries that were omitted by the Office of the Accountant General of the Federation during the payment from March to June 2020 could be among those rejected by the GIPMIS payment platform due to discrepancies identified with their accounts as conveyed to the ministry by the office of the Accountant General of the Federation.

To All Lagos State N-Power Volunteers

Following the instruction from the Ministry of Humanitarian Affairs and Social Disaster under the leadership of Honorable Minister Madam Sadiat Umar Farouq asking all N-Power beneficiaries who are interested participating in the transition plans of the ministry to submit names to the state Focal person.
We want to use this medium to inform all N-Power beneficiaries from the above state to remain calm as we are working out modalities with the state Focal Person to see how this exercise will run smoothly so that no N-Power volunteer who is interested will be left behind.
The State Focal person will communicate to us in due time and you will all be informed likewise.
For now, we employ everyone N-Power volunteer to remain calm until we get appropriate feedback from the focal person.

who takes that woman serious with her "lies of convenience"? if she was at all serious with what ever she was planning for the exited volunteers, she would have put modalities in place before coming public with her plans. Today she comes out with a half plan story, tomorrow she comes out with another to deny the initial she came out with. That woman has no plan for us and is fully ready to do away with us.

We should just wait for the Senate house to reconvene and go back to them since we have submitted a letter to them and they promised to have a look at it. That woman is just gaming us all. They have all our data with them but everyday she keeps on saying we should submit details, is that not just to buy time?

You are hundred percent right, why requesting for our data when our data is already with them.

N-Power Abuja (Batch A & B) Stipend Issues And Screening Exercise

I am directed to inform you that both batches of the N-Power volunteers (batch A and B) are urgently needed on Monday 31st August, 2020 at the N-Power Office Abuja by 8:00am ahead of the preparation of non payments of 5 months N-Power beneficiaries' stipends with other available opportunities at the disposal of the FMHDS like FMARD and other MDAs as stated by the Honourable
Minister For Humanitarian Affairs Sadiya Umar Farouk.
I am therefore, on this note urging N-Power volunteers to come with the following details to avoid any delay in the exercise as it is only for one day which is on Monday.

b. Npower I.D
c. Phone Number
d. Category
e. State of Assignment
f. Batch (A or B)
g. Are you currently employed? (Yes/No)
h. Do you want to participate in the transition opportunities? (Yes/No)
