That is what all these people shouting restructuring do not know. Where will you get two thirds of the vote needed to pass a bill on restructuring at the national assembly? To get restructuring, it would mean at the house of representatives, the SW/SE/SS/NC and at least one of the NW or NE have to back it up! 5 geo-political zones are needed to get Restructuring!
