what you posted external debt from 2011 to 2017, Anambra is least most indebted state in Nigeria under Gov Obinao, Anambra state was only state in southeast that wasn't bailed-out by FG.

So a state whose foreign debt moves from less than $30M under Obi to $85M under Obiano didn't take a plunge? I'm comparing Anambra's debt under Obiano to Anambra's debt under Obi not Anambra vs Lagos or Imo. Let's be guided.
