I kwn currently that the World Bank is under taking Transforming Irrigation project in about 7 state of the north making use of various major large Dams in the areas. This project is worth billions of Dollars. The reason the project is not done in the south is because the governor's refuse them lands in the required areas claiming they want to collect their lands. Not holding fort for the President but he may have said that because of the situation in the Northeast. The link below is to all current and past World bank projects in Nigeria.
