Abdulaziz Yari, governor of Zamfara state and chairman of Nigeria governors’ forum, says there is nothing wrong with the approval of $1 billion for the fight against insurgency.

Addressing reporters after a meeting at the presidential villa in Abuja, Yari said the government of former President Goodluck Jonathan got twice the amount approved for the current administration.

He said his colleagues decided to shun partisan politics when accepting that the money should be taken from the excess crude account.

“Nigeria governors forum discussed this issue at our November meeting and we agreed across party lines that this thing was done in 2014 where $2 billion was taken in agreement with the governors,” he said.

“And Governor Akpabio was the one who moved the motion at the time. This time around, we realised that there was need to purchase equipment for the military, so we felt we should not compromise the issue of security for the entire country.

“As governors, we agreed to forfeit $1 billion of our of own share of excess crude account which we are going to back up with state assembly resolution at a later time.

“This is not the first time a decision like this is being taken, it happened during Jonathan’s era. They took $2 billion. We all agreed at that time collectively in the same chamber to withdraw $2 billion to procure equipment for the military and also for logistics for the military because they were telling us, whether it was true or false that our soldiers were being killed. Some went to social media to say that they were being killed like rats because they didn’t have equipment. That was what generated discussions at the time and there was no controversy, there was no opposition.

“The $2 billion taken under Jonathan’s time did was not backed up by any resolution from the state assemblies.”

Yari also recalled how N5 billion was spent on Niger Delta during the time of the late President Umaru Musa Yar’Adua.

“There was this decision under Yar’Adua when they were sourcing funds for Niger Delta Power Holdings. They took over N5 billion for power generation, we followed the same process,” he said.

“The money was withdrawn from the excess crude account, and our respective houses of assembly confirmed the resolution.

“We shouldn’t play politics with the issue of national security.”

On the opposition mounted by Ayo Fayose, governor of Ekiti state, Yari said: “Gentlemen, this is democracy. Each and every person has his own way to want to look at things and you cannot stop him from agitation.”

Yari also clarified what Fayose meant by saying he did not give his consent.

“At the governors forum, 12 members form quorum. At the time we took this decision, we had 32 members in attendance and there was no single opposition to the decision,” he said.

“If anybody has his own way that he wants things to go, we had the majority and there was no even minority opinion at that meeting. We look at the country Nigeria first before any other issue, it is only when you have the country that you can have the politics.”

APC MEMBERS are worse than Devil: I agreed Gej didn't live up to my expectation but always mentioning him any time u people want to steal really call for concern.

Nothing wrong in using $1billion to fight insurgency. But using the money for the purpose to which it is approved is the concern here.

Last administration told us $2billion was for fight against terrorism but ended up embezling it and using it for re-election campaign. So whn this one came up, one of the governors who knew how the last $2billion was embezled by him and his colleagues in PDP thought this is another plan by Buhari because that is what he and his mr hero did during last administration

This administration has spent 99% of its time and resources on hunting and blaming the previous government of everything that they've become as directionless as a broken compass

Nobody is playing politics Oga Yari. That's how you politicians want to intimidate Nigerians not to ask questions.

Citizens are simply asking you to be accountable. What and what do you need that money for? Wasn't that catered for in the armed forces budget of 2017? If yes then prioritise your budget releases to cover that aspect. If no some oversight is required for such huge sums.

If you can't give us a breakdown, where is the change?

We want to be more involved in governance now.

The fact that Jonathan made a withdrawal of $2billion from ECA to fight boko haram is not enough justification for the Buhari administration to do same. However, if there is enough reason to justify the withdrawal based on security situation and there is collective agreement from all the owners of the money, I see nothing bad in it.

Government must however go about it the right way. The expenditure must be properly appropriated by the national assembly through a supplementary budget and adequate mechanism must be put in place to ensure transparency and accountability. Safeguards must be put in place to ensure that this $1billion is not looted the same way Jonathan and his cronies looted the initial $2billion.

and who told you that Jonathan looted the money,. same APC that is telling you that it was meant for the purchase of equipment. as far as I am concerned there is no fight against insurgency, they are just patting the terrorists who really knows there sponsors. this recent spate of attacks from boko haram is coming months after PMB realeased large numbers of arrested terrorists, and swap major top commanders of BOKO Haram for an imaginary Chibok girls and also pay them some huge amount of cash as ransom. I will keep repeating that its only Buhari and his Fulani brothers knows what Boko Haram is all about, they created it and they know what they hope to achieve with it.. Silly things. I am only sorry for the Northerners that are dying each day because of the evil of Buhari and his friends.
