The guy's face sold him out, it is not as bad as it seems, when you zoom the picture you will see the man giving optimal attention to what the woman was saying and you will see few strands of #1000 notes on the woman's left hand while she was pointing the other hand up.

probable scenario

the lawmaker gave the woman money and she was so excited and got emotional(check the woman's face) that she had to kneel down and pray that God will replenish the man ( raising her other hand up to the sky).
The only problem here is the hand in the pocket but you can never know when someone is about to kneel down for you.......another problem is the guy's pot belly at that relatively young age
