Of all the current crop of WC players, the only player that looks set to join the legend list is Neymar. Hazard could have, but it just wouldn't happen for him.

Hazard10's role in Chelsea requires him to create chances for teammates by drawing the opposition players to himself. That's why when he gets the ball, he holds unto it till when about 2,3 or 4 opponents close-in on him (thereby winning the man-on-man number game for Chelsea). Hazard has never been the one to pull the goals out, he is simply the one that makes things happen. Check his average position on the pitch during play (it is usually way off the 18' box). He doesn't play the same role as Neymar in a team. Go confirm bro, he's better at take-ons...though Neymar is a better scorer.
