This is a good move...enough intelligence shows Russia was responsible but Putin in his usual manner will always deny it....IF the world keep quiet at the atrocities committed by Putin then there will be trouble, take a trip to Syria and see the sufferings of its citizens all because Putin/Russia is supporting a power hungry Assad for years, Russia/Putin needs to be check-mated at all times.
