The Ogun State Government on Wednesday alleged that the administration of former Governor Segun Osoba left a debt of N32bn when his tenure terminated in May 2003.
Speaking at a press conference on the allegation of the state House of Assembly that the executive was starving the lawmakers of funds, the state Commissioner for Information and Orientation, Mr. Sina Kawonise, said the state was committing so much money to service the debt.
Kawonise described the allegation of starvation funds by the lawmakers as ‘pure blackmail, saying that the servicing of the state debt burden had crippled allocations to its agencies since November, 2009.
He also claimed that the issue could only be resolved by the ability of the state to access its planned N50bn bond.
He said, “Now, there are financial challenges and we have not been able to even pay the running costs of all the ministries and agencies in the state since November last year. What we are owing the House is just for March and April, 2010.”
But Osoba’s deputy, Alhaji Gbenga Kaka, who spoke with our correspondent on the telephone on Wednesday, said their administration did not take any loan beside the loans incurred by the previous administrations in the state.
He said, “There was no loan that was taken during our term; the only loan outstanding were the failed loans incurred by previous administrations in the state. What we had were overdrafts during our term.
“But even Governor Gbenga Daniel had two months before he came in, ordered that the banks should not extend overdrafts or loans to us.
“How can we incur debt of N32bn when the whole money realised during our term was around N100bn or thereabout? They should leave us out of their bond issue and if they are sure, they should bring out all the details for the public to know.”
The House had at its plenary on Tuesday, adjourned its plenary sessions, indefinitely on the grounds that the lawmakers could no longer muster enough funds to procure the basic amenities in the House, citing inability to buy diesel and photocopying papers.
But Kawonise, however, described the position of the Assembly as very embarrassing to the state government.
The commissioner said, “This administration inherited N32bn from the Osoba administration, which you are already aware of. We have been able to pay all these debts and we have been able to run the state effectively since then.

Can the OGD administration show any proof of their claim.Osoba is more credible and responsible than OGD.
