There was disquiet in the senate yesterday as lawmakers divided along regional lines fought over plans by the Federal Government to take over the management and control of water resources across the country.

Trouble started when lawmakers were at the verge of passing into law an executive bill from President Muhammadu Buhari.

Tagged, “A Bill for an Act to establish a regulatory framework for the water resources sector in Nigeria, provide for the equitable and sustainable development, management, use and conservation of Nigeria’s surface water and ground water resources and for related matters,” it was the first executive Bill from Buhari, according to the President of the Senate, Bukola Saraki.

Senate Minority Leader, Godswill Akpabio said the Bill is an attempt by the Federal Government to take over the management and control of resources domiciled in different rivers across the country.

He said if passed into law, it will further reduce the powers of state governments and vest more powers on the Federal Government.

Akpabio wondered why the Federal Government would want to take over the control of more resources at a time Nigerians were calling for devolution of power.

Akpabio who put up a spirited argument, said plans by the Federal Government to take over rivers that flow from one state to another would spell more doom for the country.

He also opposed Clauses 4 and 5 of the Bill. Clause 4 states: “As the public trustee of the nation’s water resources, the Federal Government, acting through the minister and the institutions created in this Act or pursuant to this Act, shall ensure that the water resources of the nation are protected, used, developed, conserved, managed and controlled in a manner, for the benefit of all persons and all in accordance with its constitutional mandate.”

According to Clause 5, “States may make provisions for the management, use and control of water sources occurring solely within the boundaries of the State, but shall be guided by the policy and principles of the Federal Government in relation to Integrated Resources Management, and this Act.”

The Bill seeks to repeal the Water Resources Act, River Basin Development Act, Nigeria Hydrological Services Agency Act and National Water Resources Institute Act.

“In their place, the Bill will establish the National Water Resources Regulatory Commission, River Basin Development Authorities, Nigeria Hydrological Services Agency and National Water Resources Institute.

“It will provide for the regulation, equitable and sustainable development, management, use and conservation of
Nigeria’s surface water and ground water resources.”

But the Senate Leader, Ahmad Lawan described Akpabio’s argument as “lame” and insisted that states would still be able to make laws and regulate matters related to control of water resources.

Muhammad Ubali Shitu, who heads the committee on Water Resources, responsible for the drafting of the Bill, joined forces with Lawan, as he said the interest of every Nigerian would be protected if the Federal Government is allowed to take control of water resources.
Shitu hails from Jigawa State.

A senator from Sokoto State, Ibrahim Gobir, aligned with h Lawan and Shitu and urged the Senate to pass the Bill into law.

But two senators from Lagos State, Gbenga Ashafa and Solomon Adeola Olamilekan, endorsed Akpabio’s position. While Ashafa argued that the Bill should be stepped down to allow senators study its contents, Olamilekan suggested that an Ad hoc committee be constituted to review the grey areas.

Saraki constituted an Ad hoc committee to be headed by Senator Shitu who chairs Water Resources. Senate committee chairman on Judiciary, Human Rights and Legal Matters, David Umaru, was named as member. Vice chairmen of the two committees, were included as members.

The committee has one week to turn in its report.

Go back to sleep because obviously you are sleep-talking. The issue is about devolution of power / resource control and not tribal issues as you are trying to paint it.

Thank God for d minority leader. From observation it was only d senators form d western part dat supported akpabio others kepk quiet n some will end up running to twitter. Check out d northern senators, poor grammar but they try to speak with one voice esp on issues dat will bring dwn d southern region.

Akpabio did a fantastic job by opposing this demonic Bill. While it would seem that only the littoral/riverine states would have issues with these, it is indeed counter intuitive when the Nigerian population is clamoring for and shouting that they want more powers devolved to states, where development of the different parts of the country actually take place.

One wonders why the North is always bent on controlling water resources in this country. Could it be because the riverine states have the crude oil? First, they wanted the south to give free lands to fulanis and northerners for cattle ranches. That was rejected. This is another ploy to take ownership of southern Nigeria, by saying they own the waters which essentially boxes the entire south in.

Indeed, Buhari and the north has very bad intentions for the southern part of this country. The entire southern Nigeria should wake up immediately and reject this proposed law. Again, Akpabio has done very well by rejecting this law that will officially render southern Nigeria as slaves.

No sane southerner should support this law. At a time when the federal government should be handing-off many sectors and allowing the states to breath, the northern fulanis are fixated at annexing as much powers to the federal government because they control it?

If Jonathan or Obasanjo had proposed taking over ownership of "land resource and related matters," essentially seizing who controls the big land in northern Nigeria, would the sultans or sanusis or even this Buhari not have gone to war to stop it? ALL SENATORS FROM SOUTHERN NIGERIA MUST OPPOSE THIS PROPOSED LAW. The governors from southern states should also speak against this law as a matter of urgency.

WE NEED THE INCOMPETENT FEDERAL GOVERNMENT TO HANDS OFF THINGS IN THIS COUNTRY SO THAT EACH STATE CAN DEVELOP THE WAY IT SEES FIT, AND NOT BE CONTROLLED BY SOME DUMB PRESIDENT FROM THE BACKWARD-MOST PART OF THE COUNTRY - THE NORTH.

AGAIN, I THANK SENATOR GODSWILL AKPABIO OF AKWA IBOM STATE FOR DEFENDING SOUTHERN NIGERIA AGAINST ITS TAKEOVER BY THE FULANIS AND THE NORTH

This Bill is a ploy by fulanis to take ownership of all parts of southern Nigeria where there is water. The cattle Breeders terrorists - Miyetti Alah told Buhari to do this, since the land grabing for ranches was rejected.

The rationale for proposing this law is that if the federal government, which is the fulani in disguise, controls every place in southern Nigerian that has water, they would set up cattle ranches and fulani settlements in those communities since the federal government will then say they own and control the waters.

If this Bill is passed into law, the stream in your village, the rivers and seas in your state, and the ocean which is the entire southern boundary of Nigeria would automatically belong to the fulanis - through Buharis federal government, where they'll establish fulani settlements, install emirs and build unwanted mosques in all communities with any water and then kill you if you complain.

The fulanis will also determine who can fish in those rivers, who can use the water, and just as they've given oil wells to themselves, they will give exclusive licences to themselves for any business that involves water.

With the passage of this Bill into law, if you are Lagos State, Ondo state, Bayelsa state or Cross River state for example, it is possible that nobody from your state can fish in any waters in the state. The license to engage in commercial fishing with large ships and trawlers will been given exclusively to fulanis and other northerners, just as they've done to crude oil wells.

THIS BILL MUST BE VEHEMENTLY REJECTED BY ALL RIGHT-THINKING PERSONS FROM SOUTHERN NIGERIA.

The fulani cattle association wants every place in southern Nigeria where there is water so they can setup killing shops, in the name of cattle ranches where they will islamize you or kill you if you oppose them. Buhari is a big fool. The south will stop his evil plans.

The issues raised by Akpabio were very detailed....
Issues these days revolve around fiscal federalism,devolution of power,restructuring and the FG wants to accumulate more power...
