Yes it's too small. He has to earn at least 1.5 Milla a month in order to cope in Nigeria of nowadays.

Do you know that it is possible for someone to complain of insufficiency despite earning relatively high.
I think your taste matters a lot. Who knows his thought?
He might be thinking of sending his children to a school where they pay #300k per term. Etc what some people who are not earning up to that may count as luxury.

@OP if your what you're saying is true. Tell you friend to beat down his expenses, if he pays #700k for instance on house rent he should beat it down to like #200 or 150k self.

That's going too far. School fees and house rent is a no go area. Common self-con is 2 Milla a year on the mainland.
