The complexities and challenges of service delivery in a peculiar democratic environment like Ebonyi state, with its sociopolitical, economic and leadership realities, malaise and travesty that has confronted us and stifled our development since the creation of Ebonyi state in 1996, cannot be understood outside of a political - economy lens and the influence of our sociopolitical and economic history on power distribution and related developmental contestation.

Before now, our pitfall as a state in meaningfully developing our state through patriotic political will have been hampered by undiscerning self-serving leaders whose immediate and most prioritized concern is more or less for self gratification. Before now, service delivery weaknesses are often a product of undiscerning and mentally bankrupt leadership whose ill-informed reforms and policy documents are far removed from, and out of touch with key infrastructural development targeted at industrialization, job creation, grassroots development and general service delivery.

Howbeit, the substantive questions and seeming doubt that Ebonyians once raised on the ability and commitment of Gov. Umahi to deliver on his many campaign promises and other societal needs has been laid to eternal rest. Gov. Umahi, who has not only fulfilled all his campaign promises and his constitutional duties as the Executive governor of Ebonyi state, but has surpassed the ordinary expectations of Ebonyians long before the expiration of his first tenure in office. The governor's dream and aspirations for Ebonyi state can be seen from the prism of what his administration has so far achieved in the last 3yrs in office. From the clear sense of direction and ardent political will with which Gov. Umahi has laid a solid foundation for a new Ebonyi state; it is however predictable that with Gov. Umahi on the saddle, Ebonyi is truly on the rise with a prosperous future.

Predatory political and economic elites have over the years acted unpatriotically and in ways that have served to deplete the trust that the people would conventionally have in govt and its ability to deliver services. These predatory and parasitic elites who thrives on bulkanizing the state resources amongst themselves, friends and family was as a matter of fact one of the key factors that negatively impacted on the nature and functioning of the state both development wise and otherwise.

The govt of Engr. Dr. David Umahi, which has brought to the limelight the critical interplay between democracy and development upon assumption in office; acknowledging the fact that the focus on quality service delivery was fundamental, and reflects an important step in engaging with the critical issue of securing the manner in which people are governed and the result that people anticipate from governance. Gov. Umahi also takes into cognizance the need to tackle high level of unemployment and inequality, the service demands of Ebonyians and the comatose state of infrastructure across Ebonyi state, was focused with a clear sense of direction from the onset to tackle head - on our infrastructural deficit occasioned by leadership failures over the years; with a clear vision of industrializing Ebonyi state and making the state economically viable.

To truly industrialize Ebonyi state is where leadership comes in. Leadership plays a critical role in a successful nurturing of an economy into a robust, viable and competitive one. Visionary and committed leadership like we have today in Ebonyi state under Gov. Umahi, is the principal element that will ensure that the system serves as a veritable vehicle for the attainment of the socioeconomic aspirations of Ebonyians. The thrust of any democratic administration is hinged on and determined hugely by the manner and style of leadership by which the man on the leadership saddle gets things done or makes things to happen. The beauty of the the leadership style of Gov. Umahi over the last 3yrs of his administration lies in his proclivity, propensity, determination, flare and financial prudence to manage the little resources that comes to the state towards integral and sustainable development of Ebonyi state.

Ebonyi state has been so blessed with the type of leader the state currently enjoys at a critical time of our historical evolution. You can agree with me that committed leadership, and not necessarily the resources is key to any meaningful development in any society. History is replete with nations and states that has all the resources it would conventionally take to transform their society; but such nations/states failed to implant good governance by way of consolidation of meaningful democratic dividend, exclusively due to apparent lack of committed leadership. Any democracy or society driven by bad leadership not only stunt national or state building, but engenders expedition for political alternatives. Gov. Umahi's outstanding performance so far within the shortest possible time has not only drastically reduced the possibility of such alternative, but has provoked and inspired a new thinking and orientation on what governance should be. Which however, is quality service delivery to the people, both in human capital development/welfare, and infrastructural development -- exclusively geared towards job creation and a secured economy.

*First Tenure Of Gov Umahi, And The Foundational Framework For Industrialization Of The State*

It is a truism and an established fact that the performance of Gov. Umahi in his first tenure in office is excellent, and largely adjudged the very best Ebonyians has ever had since the creation of the state. Gov. Umahi who unleashed his leadership acumen and sophistry has successfully changed the sorry state of development in Ebonyi state for good within the shortest possible time ever recorded in the state historical evolution. This historic milestone was made possible by a young, intelligent, meticulous, and progressive minded leader who philosophy of governance is anchored on societal and human capital development through patriotism and prudence in the management of state resources and its people.

The first tenure of Gov. Umahi's administration as the Executive governor of Ebonyi state has been a careful and vigorous implementation of a well vetted policy document aimed at aggressive development of the entire state and its people by meticulously and solidly laying the foundations for the state's economic boom, creating jobs and a vibrant/robust economy through industrialization of the state and implementation of other policy documents for a transformed Ebonyi state, evidenced in his recent economic tour to the ancient and economically vibrant Republic of China.

The massive landmark infrastructural strides of Gov. Umahi in his first tenure in office as the Executive governor of Ebonyi state is a foundational framework that will herald an industrialized Ebonyi state, with a powerful and strapping economy that will create jobs and export goods and service across the globe.

Haven successfully laid the foundational framework that its multiplier effect is already being felt positively in his first tenure; the boundless benefits of the foundation for industrialization laid so far would be unleashed even more in the second tenure when the industrialization and its value chain will be fully materialized. Some of these critical foundational framework aimed at industrialization of Ebonyi state, job creation and a robust economy, includes; but not limited to the following: strategic location of 3 industrial clusters, first of its kind in south east and south south regions; aggressive construction of 9inches cement technology road across the 13 local govt and the state capital, construction of 3 flyovers which is the longest and most durable within the south east and south south regions; construction of a 1kilometer glass tunnel the longest and most beautiful in Nigeria, construction of Ebonyi state shopping mall, modelled after the Dubai mall; disbursement of over 6billion naira as soft loans to those with bankable business or entrepreneurial skills; revival of the once comatose Nkalagu cement factory; housing and playing host to foreign investors in the mining sector, signing of MoU with Ethiopia Airline for construction of airport in the state, construction of an international market, the policy document of "one man, one hectare" that has repositioned the state agricultural sector which has enabled the state to be exporting rice, yam, maize, cassava bye - products and various livestock to other states and Nations of the world.

*Gov. Umahi's Second Tenure, Industrial Clusters And Other Industrialization Prospects*

Industrialization is a tried and trusted method for an improved standard of living for the masses. It not only provides direct employment to the skilled labourers but also, secondary and tertiary job opportunities to the people within the vicinity of the site of investment. As such, the monetary benefits percolates to the lower strata of the society as well.

The industrial revolution of England of 19th century, the massive state investment by China in the late 20th century and the rise of Singapore from a third world nation to an Asian powerhouse economy are all testament of the fact that industrial growth has always proven to be a time tested method for economic growth and a booming economy that opens up avenues for the absorption of the labour force into multitude of job opportunities.

Being fully aware and conscious of the many benefits that an industrialized economy brings, and its attendant generational rewards to citizens, Gov. Umahi started ab initio to put in place the necessary infrastructural and policy foundations that has started triggering the state industrial revolution within the shortest possible time.

The overriding objective of industrialization drive of Gov. Umahi's administration is to accelerate the pace of economic development and job creation, by radically increasing value - added at every stage of the value chain of manufacturing and production of goods and services in the state. The idea is to ensure that Ebonyi state resources is no longer in the main, be traded in their primary state. The state govt haven laid a solid industrial foundation within the first tenure of Gov. Umahi, will emphasize increase in local content by pursuing knowledge, skill and intensive production on the basis of available best practices. The state industrial development strategy and blueprint as been planned by Gov. Umahi, will encourage local content, job creation, local investors, SMEs and forward linkages within a massive niches.

Gov. Umahi believes that industries are very important, and one of the surest way to turn around the fortunes and potentials of Ebonyi state; because the marginal revenue products of labour in an industrialized economy are higher than the marginal revenue product of labour from any other sector. Thus, the releasing of labour force from other sectors to the industrial sector increases the marginal product of labour, and increases the overall revenue and output of the economy. Hence the believe that industrialization is a sin qua non for sustainable economic growth and job creation in Ebonyi state; and it is what the govt of Gov. Umahi is focused and poised in achieving to further drive home and consolidate on the already made achievements.

Research has shown that the longer a state or nation is ruled by a leader whose vision, programmes and policies are more of futuristic benefits with long term advantages rather than short term or immediate benefits; the better such state or nation performs across a variety of governance and development indicators, including economic performance. Some democratic nations at different stages of democratic consolidation and economic development exemplified this positive correlation between regime or leadership template and economic and social progress. It is however important to therefore note that Ebonyi state under Gov. Umahi has laid, and still laying critical foundational structures, with both present and future economic and developmental benefits that has repositioned, elevated and seen the state excelling regionally, and increasingly asserting the state as important player on critical issues of governance, infrastructural development, youth and women empowerment, economic prosperity, peace and security both regionally, nationally and internationally.

Though Ebonyi state like every other state is work in progress, but the administration of Gov. Umahi has achieved tangible strides in both delivery of meaningful development to the people, and other democratic dividends. It an established fact that Ebonyi state under the leadership of Gov. Umahi has been identified as one of the rising player in not only regional but national stage. With Gov. Umahi on the saddle till 2023, Ebonyi state certainly stands to benefit more from the aggressive interplay between the state rapid economic and industrial development, and the open society the governor struggles daily to improve.

The critical interplay between industrialization, job creation, robust economy and improved standard of living can hardly be exhausted. The productive industrial clusters strategically located in the three zones of the state serves an embodiment of industrial dynamism, and viable alternative to an industrialized Ebonyi state. Industrial agglomeration or clusters serves as one of the key inroad that will surely lead to a self - reliant Ebonyi state as being envisaged by Gov. Umahi.

Gov. Umahi's political will to aggressively industrialize Ebonyi state should not only be applauded or seen as crucial, timely, and the surest economic resort to salvaging the age long economic woes of the state, but should be vehemently supported by well meaning Ebonyians whose interest for the state is an economically transformed Ebonyi state, that will be able to create jobs, manufacture goods, export more than the state imports, and very importantly, improve the standard of living of the people.

Haven carefully studied the economic reality of Ebonyi state over the years as a renowned engineer, successful businessman, human resource manager, party chairman, deputy governor and now the governor; Gov. Umahi's master plan for an industrialized Ebonyi state is not one of a prosperity - poverty conundrum, as commonly seen in most third world economies; but one that its economic growth indicators will be commensurate with its human development indicators.

One of the pathways for triggering industrial transformation has been the promotion of industrial clusters, which are increasingly seen as a viable solution for economic growth and a competitive economy. A productive industrial cluster is critical to manufacturing and job creation. Manufacturing sector which has long been recognized as an engine of growth and catch-up in agrarian economy like that of Ebonyi state. The faster the growth rate of manufacturing output, the faster the growth rate of IGR and GDP, which correlate highly with rising income, manufacturing labour productivity, due to increasing return, high skills and specialization; direct and indirect employment, job creation and lower prospects of structural unemployment. Agglomeration of firms can be seen as one channel through which manufacturing growth enhances industrial activity and employment creation. This form of strategic industrialization inroad already taken by Ebonyi state governor is pertinent for a state like Ebonyi state, and indeed the south east region, where small and medium enterprises (SMEs) tend to be the main contributors to productivity and manufacturing.

Thus, the centrality of industrializing and developing the state economy as it is being done in Ebonyi state under Gov. Umahi is for the overall societal development geared towards developing the state's industrial sub sector on a wider scale. This implies the presence of mechanical and technical skills required for mass or large scale production that will bring about socioeconomic changes in the state.

*Conclusion*

The uncommon success recorded so far by Gov. Umahi was basically due to his sincerity and passion to change the narrative of Ebonyi state for good, by deeming it necessary to analyze the internal development prospects of Ebonyi state from a wider perspective and hence tapped from his experience and success story in the private sector as an engineer and business mogul, to give Ebonyi state a masterclass facelift. Gov. Umahi's vision and passion for a transformed and a new Ebonyi state was anchored on the importance of recognizing that Ebonyi State has come a long way, and there is hope for the future.

A study of our historical evolution as a state, and juxtaposing it with where we are today reveals one critical thing; that is, Ebonyi state is working and on the rise under Gov. Umahi. Gov. Umahi has put in place incentives that is already unleashing the full potentials of the state and her people, and in harnessing the entrepreneurial acumen of Ebonyians through well thought out and effective policy document that is people centric.

Moreover, in our quest as a people to further improve and consolidate on our political, economic, infrastructure and industrialization drive and performances; we must be discerning enough in our choice of selecting a tested and trusted governor come 2019. We have to be patriotic enough to make the most informed choice of reelecting Gov. Umahi, who has given us the necessary enablement and facelift as a state, to further transition towards a greater outlook as a people; which will very importantly see to a meaningful consolidation on the infrastructural, political, economic, industrialization and many other landmark gains of Gov. Umahi's first tenure; which has set our dear state on a part towards renewed prosperity and growth with impressive reduction in poverty and joblessness.

Mention any other project he executed in Ebonyi state...as it stands now my own community in Ishielu lga hasnt seen a beam of light...no electricity...bad road...no school...no primary health care... people dying of hunger and diseases and he is busy enriching his account with road contracts

@ the tinubu market, one gets this materials at low prices and am sure there will be a similar market like this in Abuja where one can get this cloth materials at low prices.

Wat will be sold in the ebonyi mall? You have the international market yet to be occupied even at 500k per shop, even one shop has not been occupied among thousands, ur building mall , for thousands of women and men sitting oppsite the staduim with shovels and head pans, there is no single factory in ebonyi state, at the tym many small scale industries want to spring up the present govt cut them short with heavy tax, the crusher owners / umuoghara stone crushers hav been taxed out of business most re non indigenes hav nd hav sold der crushers and left the business, u tax a woman sellin small provision in a container over 50k per year, u hav d environment, the local govt, the health, the fire service all come for the tax drive, in a business not worth up to 100k, there shud be human capital development and encourage investors with tax heaven to build factories dat will give jobs, but d present govt of ebonyi state, made coca cola and sum notable fillin stations leave the state without a farewell, pple re tired of misplaced priorities of the present ebonyi state govt

Dave Umahi only understands the number of blocks, cement and chippings to make 1 square foot. He has ZERO knowledge of industrialization which you want to promise on his behalf.
What happened to Ebonyi Pipes production Ltd, Ezzangbo which stopped production in 2016, after the young overseas-trained engineer left?
Dave has repeatedly sent different people from his family to go and revive the pipe company without success.
What happened to Former governor Elechi's waste recycling factory, Oferekpe/Ukawu Water Schemes, Ikwo/Abakaliki/Edda rice mills, Onuebonyi fertilizer plant etc.?
All these are industries which were killed by Dave Umahi because he lacks the knowledge of how industries run. He runs governance with intimidation bereft of critical ideas and that's why he hires in the morning and fires in the afternoon, if gossip comes to him as a text message.
Dave Umahi, to his credit, will be remembered only for 3 flyover bridges and few roads leading to Uburu where he built mansions, hotels and filling stations. The only thing that can guarantee Dave Umahi second tenure is if APC fields a docile candidate. If not APC will take over.

The Man really tried and what impressed me most is the quality of work, had Elechi towed this path, the state would have been in a much better shape.

All these because he refused to share money like Elechi. Those that want him replaced are lazy individuals that want free money instead of looking outside government to find something to help themselves with. All the roads build by past administration are in complete shambles because it was never well thought and supervised. It was actually a loothing tunnel for thier cronies.
