Under normal circumstances govt isn't suppose to create jobs but create enabling environment for job creators. As it stands govt pays over 350k per student in fed unis and these student graduate to do 30k and 50k jobs so they might as well pay themselves through school through loans.

How does the government pay over 350k per student in fed university?

How does the government pay over 350k pee student in fed university?
1) Take the total federal allocation to unilag, ui, or oau and divide it by the student population that will give you the average fund the govt contribute toward each student yearly.
2) The ex secretary to NUC Prof Okebukola once attested to this and claimed UI spends up to 400k per student in the biological sciences course.
