First the rumored refinery in katsina state is not a government project; and PMB has no financial interest in it.

Secondly, the crude oil feedstock for the refinery is not expected from the Niger delta, or in any part of Nigeria. If such refinery is eventually established, constructed, and operated, it will obtain it's feedstock from the nearby Agadem basin, (about 45km) from Katsina, where there's abundant crude oil reserves that seems stranded due to challenge of evacuation. That oil is far cheaper than the Niger delta crude due to relative cheaper operational costs.

Like I said before, thisisxplaination is for those who may wish to know some facts on the rumored refinery.
