This mans health can not withstand spilling of new blood. For him to stay firm in politics he must drink peoples blood. That is his characteristics. Being military he must soak in his enemies blood. He must kill all ambitious enemies in the south and later move to north if  any.   
Globalisation is making blood so toxic and difficult so it is much better for him to stop
