The aircrafts will be arriving Nigeria on or before christmas.

The State governor has announced that the Ibom Air will lunch scheduled commercial passenger services before the end of 2018.

Akwa ibom state currently runs the only state owned airport with a category 2 runway in Nigeria . The airport runway is capable of handling the biggest aiccraft in the world .
And currently a second runway is under construction.

Where is imo Air? Where is their office/webpage?
Asking and airline to brand their airline with the state name is PR. Airlines will advertise your brand on their plane for the right price. Its a common practice.

What imo did was to advertise its name on Dana Airlines.

You could also buy a plane and give it to an airline to manage onbehalf of the state. Cross river state did that with aero contractors , So they could fly to bebi airport, in the time of donald duke when obudu cattle ranch was the destination of choice.

Both models do not constitute owning an airline.
