The combination of Sanwo-olu and Hamzat, if APC put their acts together and win this governorship election will be a 16 years masterplan.

The Lagos state governorship aspirant for APC Babajide Olusola Sanwo-olu and his deputy Kadri Obafemi Hamzat have released their manifesto that will guide them in their quest for a greater Lagos if elected as the next governor and deputy governor of Lagos state.

T - Traffic Management and Transport

Reduce traffic congestion by resolving key grid lock points within 6 months

Continuously fix all potholes and maintain our roads all year round

Decongest traffic by connecting more communities with new link roads and bridges

Provide intelligent transport systems to optimize the transport network

Complete strategic ongoing transport projects (Rail, Water, Road and Bus)

Accelerate the implementation of the multimodal transport system which integrates Rail, Water and Bus modes as specified in the Lagos State Strategic Transport Master Plan

Create a Lagos Volunteer Corp to help with traffic management



H - Health and Environment

Health

Expand the Lagos Health Insurance Scheme with a target of 500,000 households (2.5 million enrollments) by Q4 2019

Increase health spending from 8.86% to 15% of budget in line with the Abuja Declaration during the tenure of the administration

Expand Lagos State Ambulance and Emergency Service coverage by increasing the number of ambulance points by 50% (from 15 to 23)

Ensure minimum of 3 doctors, 3 nurses and 5 community health workers in all 345 PHCs by 2021

Ensure all 37 non-functional PHCs in the state are refurbished and adequately equipped

Expand programmes for vulnerable groups like the elderly and people with disabilities

Create a Lagos Volunteer Corp to support the sector (eg health extension services)

Reverse the national problem of medical tourism

i. Speedily deliver medical parks
ii. Support LASUTH to become a medical Centre of Excellence in at least 2 specialities
iii. Reposition the Renal Dialysis Centre to fulfil its function a the leading facility in the country
iv. Partner with telemedicine platforms



Environment

Empower LAWMA to effectively drive the elimination of waste accumulation in Lagos and adoption of recycling state-wide

Harness the potential for job creation and other opportunities in waste recovery, reuse, repair,
remanufacturing and materials innovation

Ensure Lagos is defended from climate change risks by:

i. Expanding and maintaining the linked 7 channels drainage system to effectively prevent flooding
ii. Introducing and enforcing clean air regulations
iii. Continue to expand shoreline protection by building flood defences in the vulnerable areas and leverage these to create marinas
iv. Ensuring the sewage masterplan is implemented


Rehabilitate the major and mini water works to achieve an additional 125 MGD towards the achievement of SDG 6 (access to water and sanitation for all) and in line with the Lagos Water Masterplan to provide 745 MPD

E- Education and Technology

Education

Increase budgetary allocation for education from 12.07% to 18% during the tenure of the administration

Scale up and accelerate school rehabilitation programs to renovate dilapidated schools and provide adequate furniture and tools for every child in public schools in Lagos

Explore a performance-based school support voucher program administered through revived School Management Boards to create semi-autonomous governance for each local school

Expand the Support-Our-School Programme in partnership with the private sector by targeting 100 schools across all 57 LCDAs

Upgrade our teacher training institutions to improve the quality and quantity of teachers (new and existing) towards the recommended teacher-student ratio of 1:30

Review curriculum to ensure alignment with 21st century skills required in the workplace and business

Provide tax incentives and waivers for private sector organisations partnering with our technical and tertiary institutions

Support and promote investment in skills-based training and certification programmes to enable the informal segment of the workforce acquire skills needed to meet changing labour market opportunities

Pair private schools with great track records to support nearby public schools on capacity development

Establish 300 fully equipped and functional computer labs in secondary schools across the state with adequate long-term maintenance plan to complement the existing 120

Strengthen STEM education in schools by increasing number of STEM teachers and providing adequate teaching materials for STEM

Establish After-School Study Halls across the state staffed with volunteer tutors to help students prepare for major exams (JSSCE, WAEC, JAMB)

Leverage technology platforms to teach, assess, test and reinforce learning, in conjunction with the private sector and development partners



Technology

Collaborate with local and foreign institutions to establish world class training centres for relevant skills required in todays technology industry

Upgrade infrastructure and curriculum of the ICT related courses at Lagos State University (LASU)

Provide appropriate incentives for ISPs to implement a Broadband rollout plan for affordable internet access to businesses and homes across Lagos within two years

Facilitate the creation of technology hubs, accelerators and co-working spaces in LGAs/LCDAs in the State to promote innovation and empower the youths

Stimulate demand by ensuring that the state government patronises viable technology solutions developed by local entrepreneurs


e-Governance

Leverage technology to drive governance:

i. Integrate automation into government services including electronic process flow and status feedback

ii. Deliver public services online (through web portals and via email) such that residents can begin and end a majority of transactions without physical interface within two years of the Administration


Continue to provide leadership with the aim of emerging as the leading smart city in Africa

Support LGAs/LCDAs by deploying e-governance tools that aid administrative efficiency, ensure quality service delivery and effective revenue collection within two years of our Administration

M - Making Lagos a 21st Century Economy

Conducive Business Environment


Move to top 10 on the States Ease of Doing Business index

Position the Public Service to better support business actively

i. Leverage technology through an e-governance platform to deliver critical public services to drive the governance process
ii. Reposition Lagos Global / PPP Office as a Government to Business relations office to drive the engagement process of the private sector with the government, within the first 6 months


Support the growth of the local economy

i. Promote local content development in State Projects to grow 100 Innovation-Driven Enterprises(IDEs) per annum
ii. Create at least 3 fully equipped industrial hubs and/or maker spaces in all senatorial districts, leveraging unused buildings and other infrastructure across the state

Accelerate infrastructure interventions to improve productivity of the industrial sector e.g. power, efficient multimodaltransport systems, traffic management systems

Provide MSMEs and IDEs with access to Finance

i. Commit N60 billion over a period of 4 years to provide capital development to aid MSME/IDE operations and performance through various programmes
ii. Increase access to funding by 100% through the Lagos State Employment Trust Fund (LSETF) to facilitate job and wealth creation
iii. Simplify and harmonize the process of property titling to enable MSMEs access credit using individual property titles(shops, office spaces or flats-through subtitling)


Reduce regulatory and bureaucratic hurdles by

i. Simplifying licensing procedures and investment processes
ii. Improving and ensuring adherence to service levels for effective delivery
iii. Increasing the ease of obtaining information from government departments by automating processes and leveraging online platforms

Host a Quarterly Round Table Business Forum to improve our Ease of Doing Businessin the State


Citizen participation and inclusion in governance

Create an official, two-way mechanism for interaction with ALL Lagosians in their respective groupings, enabled by appointed citizen engagement managers in the governor’s office

Seek to understand the needs of Lagosians before we seek to be understood by Lagosians and involve Lagosians in policy formulation ensuring they have a chance to be heard and informed

Respond directly to Lagosians on policy issues, taking on personal responsibility for guaranteeing their expressed concerns are addressed

Create a vibrant Team Lagos – engaging the 22 million Lagos people in diverse ways

Institute initiatives, incentives and systems to reward lawful behavior – and swift consequences for deliberate flouting of the law


Empowered Workforce

Expand the local workforce by leveraging untapped resources among the youth, women and people with disabilities to ensure equity of access to meaningful formal employment

i. Improve skills of 50,000 people every year through intervention programmes like Lagos State Employability Support Project
ii. Build on existing register of all artisans in Lagos with a view to giving them market place visibility and credibility through a State-wide on-line artisan portal
iii. Support the fast-growing youth sectors like sports, the creative arts and entertainment industries to create jobs


Equip our people for the new, global, digital economy as well as with the skills of the future

i. Partner with Private Sector to create an additional 20 vocational and skills training centres and certification programmes for the unemployed and under employed alongside the existing public 5 vocational training and 18 skill acquisition centres


Opportunities for the Youth

Create 100,000 jobs for youth within first year through an expanded public works, landscaping, traffic management, waste management, community policing and volunteering services

Create opportunities for interning, shadowing and working in public service to increase youth participation in governance

i. Set out matching fund for contractors in critical infrastructure sectors to train potential new hires on relevant skills within their operating environments.

Develop new opportunities for talented youths in Sports, Culture and Entertainment by increasing and enhancing recreational and cultural spaces in 57 LCDAs

Expand LSETF to provide low interest loans targeting 20,000 youth owned enterprises to grow their businesses and create 200,000 jobs by 2022

Support the establishment of at least 1 business incubator, accelerator or makerspace for the youth in all 57 LCDAs in partnership with the private sector and development partners


Lagos As The Ultimate Investment Destination

Double the annual FDI inflow into Lagos by 2022

Accelerate the implementation of the Model City Masterplans to ensure the city expands optimally and stays ahead of population growth

Continue to implement the integrated multimodal transport network as specified in the Lagos State Strategic Transport Master Plan, while improving maintenance activities to make existing infrastructure sustainable

Reduce to 50% timeline and number of steps for government process for procuring approvals, permits and enforcing contracts

Reposition Lagos Global / PPP Office to a One Stop Investment Centre by co-locating relevant government agencies

Enhance the capability of the state’s security network, intelligence gathering and community policing to continue to ensure safety of lives and property

E - Entertainment and Tourism

Make Lagos the foremost entertainment and tourism destination in Africa

Work with stakeholders to facilitate the creation of a fully equipped and functional film city that will include an academy for skills training

Collaborate with local and foreign experts and institutions to establish world class training institutions for all relevant skills targeted at the creative arts industry.

Upgrade infrastructure and curriculum to support film production at the Lagos State University (LASU)

Restore all historic sites in Lagos at the rate of 20 cultural sites per annum

Rebrand to international standards and actively promote our cultural events like Fanti Carnival, Eyo Festival, Boat Regatta etc.

Disseminate a calendar of Lagos state annual events to guide tourists

Develop sports as a viable economic platform with the introduction of a new sport policy to galvanise grass root participation in sport

Revive inter-community sport competition, street sports championship and community shields periodically to promote wellness, community spirit and generate employment

Upgrade and provide sport spaces in schools and local communities
