Read the previous verses. The Scribe and Pharisees said Jesus casted out devils in the name of Beelzebub. Attributing miracles, healings, deliverances and other works of the Holy spirit to the devil is blasphemy against the HolyGhost. So if a man of God just did a miracle that you're not sure about, instead of saying he used charms, just shut up.

In a general slang, blaspheming the Holy Spirit could mean, don't whine or dribble the Spirit of God.

Well, for someone to be a blasphemer of the Holy Ghost, it means that person was once an Holy Ghost child. To be an Holy Ghost child is to have been raised by the H.G. It means the Holy Ghost has led you out of the flesh, just about to hand you over to Jesus, and then you turned, denying the truth of H.G, spoke evil of the way even though you have being raised by the truth. You don't reach the stage of a blasphemer one day. Anyone who says anything against the Holy Spirit now doesn't really mean a thing. Why? Because heaven knows that he doesn't know what he's saying. Such a man is ignorant.

However, there are people who know what they are saying. To first be a blasphemer, you must have arrived at the threshold of being a mocker. I believe that blasphemy is the last stage of perdition. Remember the prophecy of enoch, he said, and all the things which ungodly sinners have spoken against him. That is a realm of blasphemy. Remember, the beast in the Book of Revelation has the name of blasphemy, and guys in the Book of Jude spoke evil of dignitaries... Those are blasphemers.

In my opinion, blasphemy against the Holy Spirit is when you place your choice above the Will of God.

It is an unforgivable sin to do so.

Blaspheming the holy ghost means a continual denial of the workings of the holy spirit.
Leaving a life of perpetual rebellion against God and his precepts

when you speak against the church of God or his prophet it is blasphemy

When you deliberately turn the inspired words of the Holy Spirit upside down for whatever reason, you blaspheme the Holy Spirit. God will take away that person's part out of the book of life, and out of the holy city, and from the things which are written in this book.

That person is eternally doomed.

Does that mean after committing such sin even if one repent, he will not be forgiven?

What if we have unconsciously committed such sin, are we then doomed forever?

Does that mean those who have committed such sins are already condemned and need not waste their time seeking for salvation?

no one has ever been a victim of blasphemy, it is a victimless crime...if the holy ghost feels offended, it should go and report to god

I believe this answers your questions as well as sheds more light on my own understanding. You have to be a born again christian, you have to already know the Holy Spirit and have an understanding of who He is before you can blaspheme against Him. Anything said while you are not born again, when you don't understand who the Holy Spirit means doesn't count as blasphemy.

But once you know who the Holy spirit is, you are born again, you really understand who Jesus is, then speaking against the holy spirit counts as blasphemy .
