It's common in business and mostly web development to get below standard works for some reasons.

Maybe the price you think was good enough for the developer was not, so he just opened one of his many HTML only websites he developed when he started web development and used the template for your work.

Try some other developer, if you think you need a redevelopment, which from my assessment you do need.

This time around check his portfolio and see if his past works are anything better than what you have now and what people will like!
