Why can't the locals mine the land themselves....

Northerners don't just move to your locality to mine resources. It's the locals, mostly with the knowledge of the village head that bring them for cheap labor.

Specifically Ilesa, Osu, ibodi , and some small town at Atakunmosa west, Atakunmosa East local government all in osun state . This is where they reside.
