So why are their state hospitals so under-equipped that the patients have to buy everything needed for treatment apart from the bills?

According to the narrative below

With All these Generated Billions On Ground you can not see any tangible Big Project done in all the State why because those Billions have been Channel to private Pocket...
There are still presence of Poor Road Network and no accessible to good clean water
Unable to pay Workers Salaries
Deteriorating Educational Sector and other Sectors
Poor Infrastructures
Poor Electricity Power Supply..
Injustice and inequality and hyperinflation among Citizens
Increase in unemployment and lack of opportunities

How do we put proper legislature in place to make corruption and stealing public funds an act of treason and punishable by death or at least life imprisonment with hard labour?

Even if each state generates trillions monthly, it only goes to the pockets of a few

Their lifestyle is quite different from the typical Yoruba, I have been with them and I think I am cool been around them and their women are very beautiful.

They get along easily with Igbos perhaps thatbisbwhy them and Igbos inter marry, their Governor for example is married to an Igbo Women

Kudos to the present Ondo state administration. I know that revenue generation is not the problem in Nigeria. It is the full disclosure by the double agents collecting the revenue. Most of the monies collected end up in private pockets and I want to think that the various governors and their political parties are aware of this. Any interested observer in Lagos can study the closest street businesses and markets.
