The only ministry/department in any government of any country that requires an active professional, is the ministry/department of Justice.

That is because such appointed doubles as the Attorney General, who in due time would have to appear in court to argue government case.

Only fools do not understand the administrative and political nature of the role of a Minister, especially where a technocrat Permanent Secretary who is a career civil servant already exist as de facto head.
