That's quite normal among Africans, especially Nigeria... they budget inflated figures for themselves to share, with the project left to the dogs.

Look at the debt burden of the nation, even since Mr. Integrity took over... How much of the borrowing is reflected in development??!.. These old politicians are determined to plunder this nation to their graves, while their offsprings live off the loot in an Elysium beyond the shores of this wasteland.

Sadly, our youths continue to cheer them on and even fight those who try to expose them.

That is the saddening part; many of them are resident here to defend them. Very pathetic situation.

It is a federal government INITIATIVE, but state governments implement it. State governments are to do a census and provide an estimate of the total cost of feeding school kids in their state, the FG vets the figures and then provides 60% of the total cost, while the state brings 40%. This explains why there are still some state not participating in it, cos they dont want to bring their counterpart fund.

Implementation of the actual programme is by state governments. So when there are silly hitches like we read of, the searchlight should really be on the operators (state government), not Abuja, except of course the Abuja fails to release the required funds.

Whether we run a TRUE FEDERALISM or not, the fact remains that we still operate a federal system where state governments handle a good chunk of the resources and hold substantial responsibilities. Stop excusing state governments for their irresponsibility.
No one is excusing the state govt, you and i know very well that this sharing system nigeria is practicing is trash. Each state should control its own resources until then, all eyes will be on abuja.

Since some of the programmes were moved from under the VP's watch, the failures and crack are becoming obvious. The president had better observe and retract some steps not beneficial to his government
