This is why some countries are safe and some are not.

My question is how is it possible for herdsmen to migrate across borders of different countries so easily? Are there international laws/conventions in support of this? The police didn't make any point as regards this illegal migration only to hold 'peacemaking meetings'. Is this in order? What about the Immigration Service?
