The Federal Government, on Monday, defended the presence of military personnel at all Power Holding Company of Nigeria (PHCN) power stations across the country, saying that their presence was to safeguard government properties and Nigerian citizens.

The government made the clarification as the workers in the electricity sector demanded that the military personnel be pulled out urgently to stop the molestation of their members by the military officers.

The Minister of Labour, Chief Emeka Wogu, the Minister of State for Power, Nuhu Wya and the leaders of the electricity workers spoke at a meeting between government representatives and labour in Abuja on Monday.

However, the labour minister assured the workers that the issue of molestation of PHCN workers would be addressed by the government, adding, “if such thing exists, it is regrettable.”

Chief Wogu said: “Government is serious about respecting the rule of law, which is among the seven- point agenda plus security of lives and properties. The presence of military, at the PHCN plants is to protect lives and properties.

“Security is one of the most important aspect of the seven-point agenda, and rule of law and security are interface. So, the issue of security all over the country is very important.

“From Maiduguri to Aba, we have problem of securities and that is why in the Niger Delta, former President Umaru Yar’Adua and by extension President Jonathan are tackling it, and there had not been a serious confrontation with anybody except when they have armed conflict. But PHCN staff are not in any combat with Nigeria security agents.

“On my own, I think the main reason was to safeguard government properties and Nigerian citizens who work under PHCN. But the issue of molestation of PHCN workers, government will address that. If such thing exists it is regrettable”

Speaking during a meeting, the President, Senior Staff Association of Electricity and Allied Company (SSAEAC), Comrade Bede Opara, said the workers were protesting the way and manner government was carrying out its reform.

the one thing you can guarantee is that NEVER, UNDER THEIR WATCH, will this country ever have stable power, yet these enemies of progress are resisting the sale of the worn down, inadequate assets of that oppobrious entity called phcn.

must the govt sell phcn? have they forgotten what happened to nitel when they sold it? what is stopping those that want to buy phcn from building their own power station if they really when to provide power? those that own Mtn, glo and other cdma service provides didn't buy nitel first before they started business, if the govt is serious about providing power they should ask those that want to provide the service to bid for licences instead of trying to buy phcn. there are no modern turbines that will fit the power stations that we have presently, and if the manufacturers of those old tubines don't want to manufacture parts for them, where are those planning to buy phcn going to get the parts that is preventing phcn for fixing their plants from?

The fraud , the corruption and inefficiency will be curbed once and for all.
All who know there onions have nothing to fear.
It will be more expensive for the end user if the prospective investor should go into running their
own power lines from street to street. That is the major difference between sale of nitel and PHCN.
GSM has nothing to do with cables unlike PHCN. Power lines and Cables are everything in PHCN

This is about the only good thing GEJ is done that I respect.
PHCN are now worried about their daily meals and cant remember when they took the meals of the majority of artisans and workers within the country including: welders, carpenters, printers, etc.
If only to make those animals called PHCN workers starve, so they can see how it feels to lose your food, that would be appreciated.

Why can't the federal govt. follow the example in the telecommunication sector, why are they so much in a hurry to sell?
The major problem in the Generation of electricity is the problem of obsolete parts in the plants, are they saying the plants that can't be run now, which they want to scrap will become very useful to modern turbines? is the federal government saying these parts that can't be sourced now, will become available once the power stations are sold?

The soldiers are there to stop any saboteurs within PHCN from marooning or selling vital equipment as they have done in the past.
The generator mafia and the cabal are the last groups to be defeated (fuel mafia has gone 6 feet below) and they must be defeated.

Privatisation is the only way forward and until that is achieved, PHCN installations must be kept under guard from paid up vandals.

I support FG 100% on this.Come to think of it,in Rivers State the government generates power only for PHCN to blame their dilapidated transmission network as reason for not making power available to most places in Phc.

My fellow Nigerians, do not be deceived by Government pronouncement on the issue of PHCN privatization. As someone very familiar with the industry. Government is trying to lay blame on the workers instead of accepting the fact they failed Nigeria totally with poor planning and policy inconsistency. It took China six months to build 10000MW of power station with about $6 billion, but in our own case, our Government has spent over $20 billion in last 9 years trying to generate 1500MW. it is instructive to note that Government awarded these contracts to friends and cronies who do not have the requisite experience to handle such complex power projects. Not many Nigerians know anything  about National Integrated Power Projects (NIPP) and Niger Delta Power Holding Company Nigeria (NDPHCN), yes these companies are registered by FG for the purpose of  contract award and execution. They were set up during Obasanjo Administation. These companies received all this billions of dollars for Power contracts, yet we have not held them accountable. Let me make it clear that no money was ever released to PHCN for any project. The above mentioned agencies award and execute the projects for Govt.

Nigerians, can we ask question about the outcome of House of Reps POWER PROBE. Why do we allow important issues to be swept under carpet?

What roles have PHCN workers played in persistent epileptic power supply in the country? In all fairness, some PHCN workers are the most dedicated workers in the country, this fact might be offensive to many Nigerians especially those who have little or no knowledge about the operation of power industry. Let me start with divisions of PHCN, there are three divisions in PHCN namely GENERATION, TRANSMISSION and DISTRIBUTION. The Generation division is saddled with the responsibilityof operating and maintaining the generating plants presently the steam, gas and hydro power station. This complex operation is carried out by PHCN Engineers who work round the clock to make sure the machines are up and running. All the equipments have outlive their useful lifespan. Some of these equipments were brought in the 60's, 70's, and early 80's. The manufacturers do not  any longer support those equipments, yet these Engineers fabricate  some of the spare parts to keep the system running. How many of you are able to maintain your 30 or 40 years old generator in your house? The manufactures specify that after 15 years do turnaround maintenance and upgrade to modern systems, successive Govt had paid lip service to this, no investment in power stations for decades until Obasanjo Govt. Let us not forget that these old power stations were built when nigeria population was less than 50 million, now we are over 150milion, lack of continues investment in Power brought us to the present sitaution.

The same is so in transmission and distribution, the workers are doing their best to work with obsolete systems to bring the little that is generated to homes. Let us appreciate the hazard PHCN workers contend with, on the average they lose one staff to electrocution and explosion on weekly basis, this never made headlines, but they still sacrifice their lives to serve their fatherland.

I must also comment on the wide spread corruption perpetrated by the fault men and marketers, the common complaints range from over billing and asking for bribes before carrying out minor repairs. These are the people that give PHCN bad image, it is worthy to note that the most skillful workers work behind the scene, out of public view, but the few that interact with the public are very wicked and exploitative. These are the group that must be rooted out of the system. They are technical deficient and will be mostly affected in the ongoing power reform.

PHCN workers are not against privatization, and the workers are not afraid of losing their jobs. The power system is so complex that it will take years to train new workers that will man these systems. Privatization will even  improve their wages. Instead of putting much energy in the talk about privatization, FG must continue to build more power station to meet the energy demand since private companies awarded license since 2000 to generate power have not been able to generate 0.1MW of electricity but they are only interested in buying government owned power stations for a peanut.

@petaling: most people that criticize phcn think the three sectors are the same. people only see what those guys at distribution do and think thats how generation workers are. distribution workers don't work, whenever they have a major fault all they do is wait for new units to change the faulty one, thats why there are areas without power for months mainly because of a failed transformer. Also, more than fifty percent of distribution staff are casual workers, they get paid when they deliver their monthly expectations, this account for why most of them want to make money outside official means.

The appearance of armed soldiers blocking physical access to Nigeria's electricity transmission equipment must be a very depressing development for her bloated power deprivation workforce.  Up till very recently, that entrenched and  pervasive criminal network raked in obscene profits from plundering equipment vital to powering up national electricity grids, while also making a killing on the importation and sale of diesel and gasoline electricity generators to a population deliberately trapped in a perennial blackout.

Soldiers on guard over Nigeria's power distribution infrastructure should be issued with shoot-to-kill orders, applicable to all clear-cut instances of deliberate equipment sabotage or theft.

In the beginning, Nigeria government built power stations, power lines, distribution lines, transmission lines and all what have you in the today PHCN.

From the days of ECN to NEPA and PHCN, we have all witnessed the rot and fall in the ability and capacity to provide electric power. Yes, the fault lies with federal government. Successive administrations failed to maintain, upgrade, expand and sustain reliable and stable power supply as the technology changes and population/economy grow.

Now the same federal government who in the past allowed the rot and caused the decline have come pot with the option of selling the power business to those who will not allow the rot and disintegration. You people are now coming up with issues that are have no bearing to solving our power problems.

The workers since the days of ECN have been the parasites eating away at the system and growing fat on the carelessness of the owners. Yes, many of the workers have been ingenious in solving some technical problems and have had to die in the process of working in an inconducive environment created by unserious owners.

Is it not a good thing that the workers will have a better life working under new owners who will be more serious and not allow the system to collapse. There is no way those among the present PHCN workers who are technically competent will not command respectable positions in the new arrangement.

The NITEL staff of old are all over calling the shots in various positions in the new telecom industry. Yes, new investors should build their own power stations and not buy over PHCN, but the truth is POWER is not wireless like TELECOM. If NITEL had been wise they would have made a lot of money from cell site co-location since the inception of GSM.

No telecom operator, would have been ready to build sites accross Nigeria landscape if all the towers were to be wire-linked like in the case of power masts. Glo would have rather spent their whole money buying NITEL if they would need to connect each subscriber to their network through cables. So there is no basis of comparison in the technology of POWER and TELECOM.

The only way to go is to unbundle PHCN the way it has been done and sell off to those who have the fund, technology, technical competence and corporate governance to run the succeeding power companies along profit lines.

Enough of sentiments that killed off NITEL and would eventually kill off PHCN.

Power is the most profitable business in the world, greater than telecom. When we get it right many people would drop some of their extra phone lines to pay for power. There is nothing you can do without power. There is no fun without power.

Brov, this is 21st century, life activities practically depend on equipments and gadgets that require constant electricity, why keep on dying on the pole for nothing

You are saying that government have not been investing right? That's what they want to do, hands off to the private businesses that can run it like the MTNs and Glos of the telecomms world. Driving themselves hard to provide the best infrastructure in providing efficiency in the midst of competition.

We won't need any other power probe commitee when private companies are running it, all we will be hearing is continual service improvement.

If we are to follow the communications model, why cant the new guys set up their own power plants, I am aware that some of the Multi national oil companies agreed to set up power plants but the Government refused.

Honestly if you are my relative and involved in this kind of shenanigan, i will promptly disown you. I don't suffer crooks gladly.

You have a system and a process that does not deliver any single value to the customers that pay their hard earned money for it on one hand, and somebody also claims that people lose their lives running the warped system.

Is it not rational to bring about process re-engineering that will take care of these two critical points, why will any sane human being still be holding out a fighting hand

Let me make my point clear, I am in total support of privatization but before the process will be concluded, let government waste no time in building more power stations especially coal and hydro. A combined cycle of coal fired station can give us up 4000MW. The hydro takes longer time to complete and very capital intensive but the advantage is its reliability and low running cost. The coal fired plant is also good because of the abundant coal deposit in Enugu, Kogi and other parts of Nigeria. Even countries in Europe,Asia and Americas currently generate bulk of their power from coal.  Presently Govt. focused on only Gas fired plants located in Alaoji, Geregu, Papalanto, Omotosho and others. One shortfall of Gas fired plants is non availability of gas occasioned by pipeline vandalisation and sometimes occasional shutdown by Gas companies to carryout repairs. Some of these Gas stations commisioned by president Obasanjo are currently up but their total output ( average of 200MW) is still not sufficient to take care of our power need. Thus, the need for Govt to build more power plants like Brasil that generate up to 120,000MW from Steam, hydro,solar,wind and coal.  The newly completed plants will still be given to private sector to manage under favorable terms. This will help to boost the generating capacity of the power industry.  Even if PHCN is privatized this month DECEMBER 2010, without having sufficient generating capacity, it will still take more three years before Nigerians will enjoy up 20 hours stable power supply. Research has shown that it takes average of three years to build power station in Nigeria, the private sector should be  encourage to build more power station and also be allowed to take over the management of government built stations. Some of them that got licenses since seven years ago should be motivated to start work. Our overall goal is to have up to 40000MW generating capacity in the next five years. This will help Heavy industries, small and medium enterprise to thrive.
The present epileptic supply affect everyone in Nigeria, so if any of you have any useful suggestion on how to improve power situation in nigeria. you are welcome

Any way let me not be dragged into your distraction.

The government have seen that all their efforts to build up energy plants themselves have ended up white elephant projects with all the voted billions ending up in private pockets. Why will they continue to go in circles when they can easily privatise and hands off to companies that will invest their own money and demand accountability
Let the private companies do their feasibilty studies and decide the type of plant to build, coal powered or hydro, based on the region they are building.
We all are old enough to see that our govt are not capable on delivering on multi billion naira projects without spending endless man-hours and more money on probes and counter probes.
Look at the MMIA2 terminal building, no matter what people may argue about it, at least we have the infrastructure standing in record time due to private effort,  the govt couldn't have delivered that project in 15 years! even at that, the contract will have been awarded, cancelled and re-awarded severally.

The only thing you can accuse private companies of will be higher cost when they start delivering, but aren't we all paying currently without getting anything? In my area for example, we have not had a cummulative 1 month of supply in this 12 month 2010 and people pay exaggerarted bills every month Now, for me that use prepaid meter, i am saved from their exploitation as the 200units i bought since June is still very much intact.

Whether it is my father or brother that will lose his job inorder to get this sector right, it is worth it, let's stop being emotional on this issue.

why do the fg have them there. it is wrong to have them there . it is against the rule of electricity.

the issue is , jonathan cant solve the electricity problem. And the workers are not been paid well. And the FG govt should solve the problem.

Paid well for doing what exactly?
Most of them are already feeding fat on the scourge of darkness! How can the govt be paying over 47,000 staff for generating btw 2 and 3MW of electricity daily. No private company will accept that joke.They can rant all they want but their end has come.
We must light up Nigeria, whatever it takes!
