Is he the Minister of Power? Is it the job function of the Chief if Staff to negotiate deals in other countries on behalf of the country?

But was he ideally supposed to attend the electricity meeting? He was only the President's Chief of Staff. What happened to the Minister of Power or the Minister of Science and Technology? It was all because of Buhari's nepotism and cronyism that so much power was given to him.
