It will be funded in part by international finance institutions and by redirecting funds already allocated in the current budget.
The main interventions announced on Tuesday are:
R20 billion directly for fighting the pandemic. This includes spending on protective equipment for healthcare workers, additional ventilators, staffing, medicine, field hospitals and community screening.
R20 billion for municipalities for the provision of emergency water supplies, sanitising public transport facilities as well as feeding and housing the homeless.
R50 billion towards new grants, grant top-ups and other measures to relieve social distress.
R100 billion for the protection of jobs and job creation.
R40 billion for income support payments for workers whose employers cannot pay wages.
R2 billion to assist spaza shop owners and small businesses.
A R200 billion loan guarantee scheme from the banks, National Treasury and SA Reserve Bank.
R70 billion in tax relief schemes for distressed businesses.
In addition, taxpayers who donate to the Solidarity Fund will be able to claim 10% as a percentage of their taxable income.
'Devastating' impact on economy
Ramaphosa said the government's "urgent and dramatic steps" taken to stop Covid-19 have saved tens of thousands of lives, and were "absolutely necessary".
But, he added, this was having a devastating effect on the economy.
There are fears this will be enough to tip economically vulnerable households below the poverty line.
Some estimates have put the total damage to the economy as a result of the Covid-19 lockdown at a downturn of between 6 to 8%, with a million job losses.

A 2018 study found only a quarter of South Africans can be considered middle class or of the elite class, while the rest either live in poverty or close to it. The same study found three out of four children under the age of 15 live in poverty.
Protests over food shortages have already been seen across the country, and the SA Social Security Agency is currently overwhelmed with applications for food parcels, receiving 9 000 calls an hour.
Grants and relief for impoverished
Civil society has been vocal in its call for greater relief, especially for the unemployed and informally employed.
So perhaps the most significant measure introduced by Ramaphosa was the use of the existing social security infrastructure to distribute millions of rand to the poorest in society via grants.
A number of institutions, academics, activists and economists had called for some form of a grant, either in the form of a new grant, a top-up of the child support grant or all grants, or the distribution of cash to the poorest in society.
Ramaphosa appears to have adopted all of these suggestions which include:
A six-month temporary coronavirus grant.
An increase of the child support grant of R300 in May and R500 from June to October.
An extra R250 for other grant beneficiaries for the next six months.
A Covid-19 social relief of distress grant of R350 per month for six months for unemployed people who do not receive any other grant or Unemployment Insurance Fund payment.
The roll-out of vouchers and cash transfers to those in need for food assistance.
The distribution of 250 000 food parcels in the next two weeks (a partnership between the Solidarity Fund, NGOs, community-based organisations and the Department of Social Development).
Funding
The R500 billion plan will be financed by R130 billion that will be reprioritised from the current budget.

That's not true this comes as cash to unemployed individuals and the is an ongoing distribution of food parcels of more than 250 000 to poor house hold. So because of corruption and connected families to the ruling party, who happens to be the favourites to the distribution of this food parcels, the government decided to give away vouchers to purchase food instead food parcels or cash to poor families.

1st screenshot?. Apparently he also claims there will be no " conditionalities" attached to the loan grin. And some pea brained followers actually believe that a loan shark will give you his or her money without any conditions or " little favours " here and there grin grin.

De Klerk and his cabinet, enacted a statutory body called the Transitional Executive Council(TEC) of South Africa which was Chaired by Pravin Gordhan and gave him Executive Powers.
Pravin Gordhan signed off a $63 Million debt owed by the apartheid government of FW De Klerk with the IMF; a loan which was payed off over 8 years by ordinary South Africans including the African majority who were victims of apartheid.
When Nelson Mandela became the "first" democratically elected President of South Africa in 1994 he said the following about the IMF loan: “We are limited in South Africa because our democratic Government inherited a debt which at the time we were servicing at the rate of ...

30 billion rand a year. That is thirty billion we did not have to build houses, to make sure our children go to the best schools, and to ensure that everybody has the dignity of having a job and a decent income.” (ACTSA 2002). ....
Not only was the loan signed by Pravin Gordhan an impediment to economic development it also came with some conditions which where affirmed through a letter of intent assuring the IMF that when the ANC got elected into Power in 1994 it would implement sound fiscal and economic ..

reforms which included;

1. The Independence of The Reserve Bank and the Public Investment Corporation
2. Protection of Intellectual and Property Rights
3. Privatisation of State Owned entities
4. Lowering corporate Taxes
5. Relaxing exchange controls et cetera.

These conditions are still enforced today and when we ask we are told we should leave such matters to experts such as tito mboweni, Maria Ramos and Kganyago. These are the same people trained by the IMF and World Bank whom with Pravin Gordhan oversaw...the cancelation of the apartheid debt that trapped South Africans. Hence the establishment will continue to protect him at all cost for he is its saviour.


Today SAA is being sold cheaply to the same people who destroyed it grin. Apparently it cant be bailed out by government or the PIC,but the likes of EDCon and others can grin. So the current administration would rather bailout sinking privately owned companies than save 5000 jobs grin.

The same PIC has people like Maria Ramos ( Trevor Manuel's bed mate )..a person who never denied manipulating the currency in her position in the *independent* (reserve bank ),just to cause economic chaos during the "9 wasted years ".

the next target is Eskom,France has put its hand up ,they want to buy the power utility grin,and we all know their reputation in west Africa. Whoever ranmapgosa will sell the company to ,will not only control the economy and governance of SA,but will be the master of SADC since many of these countries depend on Eskom undecided. Recolonisation or tightening of the chains? grin. The poorer of the country and the region at large will not only not afford electricity, but the food prices will go up. Small and medium sized businesses will be forced to shutdown,so that the monopolies could rule without any competitors . The new spaza shops in some townships on screenshot 2 grin; grin grin
