Asking someone out require some level of confidence, which most ladies in this part of the world don't have. Even some of our men lack this confidence, let alone ladies.

That's not asking out.. Giving signs like they're passing subliminal messages isn't asking out. There's no school that teaches the understanding of these signs, so why can't they be plain and declare interests like other people do. So for someone who doesn't understand the signs, what happens??

Some women do, but it depends on the guy. Some guys will use that as an opportunity to look down on the lady, the really matured ones will appreciate her efforts.
