Stop rushing to comment on what you obviously lack the intelligence to comment on. And you call yourself a genius. The idea of the government to allow this fund to go through appropriate legislative processes is the standard it should go for proper accountability. If it were when the other people were in power, this noble measure would have been jettisoned.

What legislative process are u talking about? We are only good with policies on paper but implementation is zero. Those saddle with the responsibility of implementating your so called legislative process will embezzle it. Giving it directly to the general populace is better.
