Rally is different from election violence- by law the State Governor has maximum powers to arrest anyone disrupting elections

Oshiomole by law is not a State Governor - he is just a party chairman and he has no immunity, Obaseki has immunity - so who between Oshiomole and Obaseki can can arrest who on election day?
